Sergeant Sprinkles is a frosted, sprinkled donut with sunglasses and a rope for the legs and arms. Tom prepared his speech to the donut so he can repeat his speech to the police department when he wanted to move to the San Francisco Police Department. This donut is also the reason why Sonic calls Tom the "Donut Lord".
