Just to clarify Mexico will be attending, but the representative will be the Secretary of Foreign Affairs. This is probably a win-win. It looks bad for Mexico right now but having AMLO there would probably end up looking worse. And the rest of the leaders of state win by not having AMLO there.

Someone can correct me if I'm totally off here, but I'm not seeing how AMLO's party (Moreno) is really much different at all than the previous one-party authoritarian state under PRI.

Will get a lot of downvotes for this, I don't like MORENA or AMLO but tbh it's probably one of the least corrupt parties. Like people point out that one time where he let out El Chapo's Son, but really I'd rather have El Chapo's son on the loose than the Sinaloa Cartel killing the inhabitents of Culiacan. Thank god the military doesn't engage with cartels anymore because when that shit was happening Mexico was super violent. If you got caught in the middle of a shootout you were probably dead. That's why cities like Acapulco have become so dangerous, it's not that the cartels kill people for fun, it's just that when the bullets start flying, you don't want to be in the middle of it.

I'll say this again, I don't like AMLO, but his strategy with the cartel is pragmatic, he doesn't want innocent Mexicans to get killed over drug trafficing.

Maybe I know nothing, but what would be wrong with attempting to normalize relations with those countries? The embargo on Cuba has pretty much been a failure. Oil prices are extremely high. What would be so awful about engaging Venezuela now? They aren’t much worse than any of the million other authoritarian regimes we look the other way for.

Cuba is still a dictatorship and as evidenced by China, giving them access to out markets will only strengthen said regime. Same is true for Venezuela, however in the latters case, no oil company is stupid enough to engage with them.
