It is all about the high value assets that are stocked at AZOVSTAL complex. The Comedian is kept under a gun point by Right Sector to return AZOV top comanders + in form of POW exchange. That is why they took Medvedchuk out of SBU basement and showing him off for exchange.

No foreign fighter gets prisoner of war status under Geneva convention. Russians have said it multiple times.
Foreign fighters & mercs getting caught are in HUGE trouble. No exchange will take for them.
