How do I track goals with different domain?

I already put the tracking code to abc.com (domain1) and xyz.com (domain 2). I already put allow linker using GTM. In my case, people come from abc.com using UTM link and I want to track goals conversion to xyz.com . I have set the goal in Google Analytics. But the problem is, the goal is not tracked. How can I fix this?

For cross domain tracking between domain1 and domain2, UTM links shouldn't be used.

Are you using GA3 or GA4?
