I deeply doubt HMG [other govt] is really going to stop attacking privacy in Britain [there] just because it has suddenly discovered it might be good for Ukrainians. "But OUR state agents are all goodies" applies.

Step 1: build a public perception that "AI" is a near tangible thing which can be bolted onto practically any problem, and which needs to be overseen by a beneficent state.
Mm.
So it would work something like this: they try to convince all the platforms to have hooks into which a classifier can be injected - at the state's behest.
It'd be presumably MADE hard to work backwards to determine the training set, but would implement the required backdoors.
