We are delighted to invite you to the inauguration of the Chair of the State of Qatar in Islamic Area Studies at Waseda University, which will be held on 31st May 2021 (from 2:00-5:40 pm Japan time, 8: 00- 11:40 am Qatar time). Due to the current pandemic the event will be held virtually. Gulf-Asia Relations within the Changing Global Order

A clear shift in the global economic relations has been taking place over the last decade, challenging the prevailing global order. A new geo-economic space is materializing with the phenomenal rise of the Asia-Pacific and Gulf regions, which will be one of the In what has been dubbed the’Asian Century’, the Gulf states began to re-orient their strategies with a “Look East” or “pivot to Asia” policy while Asian countries have adopted a “Look West” policy.
During the past two decades, an intricate web of diplomatic and economic ties and military-to-military contacts has developed between the Gulf and Asia-Pacific. countries. There is every indication that Gulf-Asia relations are a structural feature of the global system whose importance to partners and to others with interests in these regions will only increase.
The webinar will discuss, analyze and dissect Gulf-Asia relations and will try to answer the questions of: Whether this global economic shift will continue and so lead to political and security re-alignment? How will the combination of current crises like the global pandemic (Covid-19), the fall in oil prices and the global economic downturn affect the trajectory of Gulf-Asia relations? What will be the implications of US–China competition as a new “cold war” and what is the future outlook for Gulf –Asia relations?

Chairman and CEO, Institute of Energy EconomicsMasakazu Toyoda has been Chairman and CEO since 2010 at the Institute of Energy Economics, Japan (IEEJ) which has been ranked among Top-3 energy and resource policy think tanks for seven consecutive years, in Global Go To Think Tank Index Reports by University of Pennsylvania.In addition, as a member of Strategic Policy Committee of Agency for Natural Resources and Energy of Ministry of Economy, Trade and Industry of Japan, he contributed compiling the Fifth Strategic Energy Plan which was approved by the Cabinet in July 2018.Making good use of these experiences, he lectures about Energy Study as an Adjunctive Professor at the National Graduate Institute for Policy Studies in Tokyo.He also serves as an international advisor to a number of institutions such as the Oxford Institute for Energy Studies, and the Pacific International Center for High Technology Research Center.Prior to joining the IEEJ, he served at the Ministry of Economy, Trade and Industry of Japan where he held prominent positions namely Vice-Minister for International Affairs.

The project will focus on one Chair Professor who will be deeply involved in duties related to this program, one associate professor, and one assistant professor, all of whom will work closely with faculty in related fields at Waseda and Qatar Universities to advance this program.

- Professor Abdullah Baabood /الأستاذ عبدالله باعبود

Dr Abdullah Baabood is an academic from Oman with wide regional and international experience. He is a graduate in business studies and international relations and holds a Masters in Business Studies (MBA), a Masters in International Relations (MA) and a Doctorate (PhD) in International Political Economy from the University of Cambridge. Abdullah has taught and carried out research at different universities and institutions in Asia, Europe and the United States. Among his many posts, he was a visiting professor at the Middle East Institute at the National University of Singapore and a visiting professor at the College of Humanities and Social Sciences at Hamad Bin Khalifa University, Qatar. He previously held the positions of the Director of the Gulf Studies Programme and the Gulf Studies Center at Qatar University and was the Director of the Gulf Research Center at the University of Cambridge, UK.
His teaching and research interests focus on international relations and international political economy, especially globalization and regionalism. His area of focus are the states of the Gulf Cooperation Council (GCC), their economic, social and political development, and their external and geopolitical relations. Abdullah is a member of numerous international research institutions and thinktanks and holds various senior roles including board membership at several academic organisations, and is an advisor to global research programs. He also consults on international business and international relations, and participates in track II diplomacy and conflict resolution. He has published widely and is frequently invited to speak at international conferences and seminars, as well as various media programs.
الأستاذ عبد الله باعبود أكاديمي من عمان يتمتع بخبرة إقليمية ودولية واسعة. فهو خريج في إدارة الأعمال والعلاقات الدولية وحاصل على درجة الماجستير في إدارة الأعمال(MBA) وماجستير في العلاقات الدولية(MA) ودكتوراه(PhD) من جامعة كامبريدج في الاقتصاد السياسي الدولي. عمل الأستاذ باعبود بالتدريس والبحوث العلمية في جامعات ومؤسسات مختلفة في آسيا وأوروبا والولايات المتحدة. ومن بين مناصبه العديدة, عمل أستاذا زائرا في معهد الشر الأوسط, في جامعة سنغافورة الوطنية وأستاذ زائر في كلية العلوم الإنسانية والاجتماعية في جامعة حمد بن خليفة, قطر. وشغل سابقاً منصب مدير مركز الخليج للأبحاث في جامعة كامبريدج ومدير برنامج دراسات الخليج- ومدير مركز دراسات الخليج في جامعة قطر.
تتركز اهتمامات الأستاذ باعبود في التدريس والبحث على العلاقات الدولية والاقتصاد السياسي الدولي, وخاصة في مجالات العولمة والإقليمية. وتنصب إهتماماته البحثية في مجال التنمية الاقتصادية والاجتماعية والسياسية لدول مجلس التعاون الخليجي وعلاقاتها الخارجية والجيوسياسية. الأستاذ باعبود عضو في العديد من المؤسسات البحثية الدولية ومراكز الفكر ويشغل مناصب عليا مختلفة ويعمل كعضو في مجالس إدارة العديد من المنظمات الأكاديمية ومستشارا لبرامج البحوث العالمية. كما أنه يعمل كمستشار في الأعمال التجارية والعلاقات الدولية ويشارك في الحوارات الدبلوماسية الغير رسمية (المسارالثاني) وحل النزاعات. وللأستاذ باعبود كتابات ومنشورات عديدة وعلى نطاق واسع وله مساهمات ومشاركات عديدة في المؤتمرات و الندوات الدولية و كذلك البرامج الإعلامية.

- Associate Professor, MALLETT, Alexander Philip John / الدكتور أليكس ماليت
- Alex Mallett received a BA in History and MA in Medieval Studies from University College London, and PhD in Islamic History from the University of Edinburgh (2009). Since then, he has worked at a number of institutions in Europe, including the University of Birmingham, Royal Holloway University of London, Exeter University, and Leiden University. His work examines relations between Muslims and Christians in the Middle Ages, focusing particularly on the Crusades during the period of Frankish settlement in the Levant (1097-1291). His publications have included Popular Muslim Reactions to the Franks in the Levant (Ashgate, 2014), the edited volumes Medieval Muslim Historians and the Franks in the Levant (Brill, 2014) and Franks and Crusades in Medieval Eastern Christian Historiography (Brepols, 2021), and the co-edited 5-volume reference set Christian-Muslim Relations. A Bibliographical History, 600-900 (Brill, 2010-2013). Another volume, entitled Magic in Malta: Sellem bin al-Sheikh Mansur and the Roman Inquisition, 1605 and produced with colleagues at the University of Exeter, will be published later in 2021 (Brill). For the last three years, he has been working at the Waseda Institute for Advanced Studies, on an edition and translation of the Egyptian writer al-Maqrizi’s Arabic chronicle al-Suluk for the Ayyubid period (1171-1250).

- Assistant professor, SIM Woohyang Chloe / الدكتورة ووهيانج سيم
- Dr. Woohyang (Chloe) Sim is an Assistant Professor in the School of International Liberal Studies, Waseda University. She completed her PhD degree in Education at Waseda University in Tokyo, Japan. Her PhD dissertation, entitled "What is Higher Education For? Educational Aspirations and Career Prospects of Women in the Arab Gulf", employed qualitative and quantitative methodologies to investigate the social aspects of higher education in the Arab states of the Gulf, and the attitudes and aspirations of young women towards higher education. This work was informed by research she conducted during her visiting doctoral scholarship at the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research, United Arab Emirates, and her visiting fellowship at the King Faisal Center for Research and Islamic Studies, Kingdom of Saudi Arabia. In addition to her PhD, she holds a Master of Education degree and a Bachelor of Education degree from Waseda University in the sociology of education. By engaging with mixed-methodologies, her teaching and research interests center on higher education, the social function that higher education plays in society, and the educational phenomenon in the Arab Gulf, and extends into topics on education consciousness and behavior, and the role of gender in educational decision-making.
الدكتورة ووهيانج سيم (كلوي) أستاذ مساعد في كلية الدراسات الليبرالية الدولية, جامعة واسيدا. وحصلت على شهادة الدكتوراه في التعليم من جامعة واسيدا في طوكيو, اليابان. وكانت أطروحة الدكتوراه بعنوان (ما هو التعليم العالي؟ التطلعات التعليمية والتوقعات الوظيفية للمرأة في الخليج العربي) , المنهجيات النوعية والكمية لبحث الجوانب الاجتماعية للتعليم العالي في دول الخليج العربية, ومواقف وتطلعات الشابات تجاه التعليم العالي. “وقد استفادت من هذا العمل من خلال الأبحاث التي أجرتها خلال زيارتها للحصول على منحة الدكتوراه في مؤسسة الشيخ سعود بن صقر القاسمي لبحوث السياسة العامة ومنحة الزمالة الزائرة في مركز الملك فيصل للبحوث والدراسات الإسلامية في المملكة العربية السعودية. وبالإضافة إلى حصولها على الدكتوراه, فهي حاصلة على درجة الماجستير والبكالوريوس في التربية من جامعة واسيدا في علم الاجتماع التربوي.ومن خلال التفاعل مع المنهجيات المختلطة,تركز اهتماماتها التعليمية والبحثية على التعليم العالي, والوظيفة الاجتماعية التي يؤديها التعليم العالي في المجتمع, والظاهرة التعليمية في الخليج العربي, وتمتد إلى المواضيع التي تتعلق بالوعي والسلوك التعليمي, ودور الجنسين في أسلوب اتخاذ القرار التربوي والتعليمي.

Over the past two decades, the State of Qatar has worked to promote the language and culture of dialogue among different religions and civilizations, and the establishment of this chair for the study of Islamic civilization is at the core of this strategy especially in current times where civilizations need to know so much more about each other than they already do. In addition, the chair aims at strengthening the long-lasting partnership between Qatar and Japan in all areas, especially in the cultural and academic aspects.
The agreement is of mutual interest and draws from the two universities common potential through exchange of best expertise, and expertise in supporting research activities in the fields of language, literature, culture, religion, history, politics, economics, international relations and the two countries relationship with aspects related to Islamic civilization.
The establishment of a co-funded “Chair of the State of Qatar for Islamic Area Studies” at Waseda University, will see the contribution of faculty members from both institutions with the aim of enhancing research cooperation between academic institutions and research centers in various aspects of Islamic civilization.
We will work hard to develop research projects and build human capacity for a greater understanding of Islamic civilization and contribute to the development, knowledge and understanding of the Islamic identity.

On January 29, 2019, Waseda University welcomed President Dr. Hassan Rashid Al-Derham of Qatar University, our partner institution, to our campus to attend the signing ceremony for the Chair of the State of Qatar for Islamic Area Studies project agreement. have prepared to launch this project, we have received generous support from a large number of people, including from the government of Qatar and the Waseda alumni community. I would like to take this opportunity to reiterate my profound gratitude for this support.
The goal of the project is to develop a network of researchers and research institutions around the globe to promote international and interdisciplinary research in the field of Islamic Area Studies with the collaborative partnership between Waseda University and Qatar University at its core. In addition to this, in implementing this project, the chair professor will take the lead in publishing research results, promoting research projects, organizing international conferences, and carrying out educational projects.
This is a long-term project that will span a total of 10 years, and we hope to have your continued cooperation and support for the duration. Further, we are in the process of developing ideas for publications and international conferences that will reflect the research outcomes of research initiatives undertaken as part of this project, so we look forward to your active participation in this area as well.

It is indeed an honor and a privilege to be appointed as Chair of the State of Qatar for Islamic Area Studies at the prestigious Waseda University in Tokyo, Japan. The mission and the objectives of the Chair are both far-reaching and wide-ranging, The aim is to enhance in-depth knowledge of issues related to the contemporary Islamic Area Studies and to enrich and contribute to research in the fields of culture, energy, environment, economics, history, As such, the project will involve a cross-sectoral, multidisciplinary and interdisciplinary approach and will engage in innovative, thought-provoking studies beyond the framework of traditional research. areas.
In addition, the role of the Chair is to build and maintain academic links and cooperative institutional relationships with various leading universities, research institutes and think tanks related to the various aspects of Islamic Area Studies. In this respect, it will promote and manage various scholarly research projects on related topics, and organize a variety of talks, workshops, seminars, symposiums and conferences. The Chair plans to encourage academic as well as cultural exchanges between Japan and the Islamic world, and to educate and train a new generation of scholars and experts, equipping them with a deeper, more accurate and balanced understanding of the region, and ultimately enabling them to contribute to the development of inter-regional relationships.Through these activities the Chair intends to share its achievements with wider society through publishing high-quality academic literature and disseminating research outputs from the project that will reflect its global approach to Islamic Area Studies.
I am confident that the Chair will play a major role in advancing academic interests in Islamic Area Studies and cultivating a more comprehensive understanding of the Islamic world both within Japan and beyond, further enhancing understanding and friendly relations with the region. In addition, it will play a positive role in promoting independent academic research, constructive dialogue, and broader cooperation, thus contributing to deeper and mutual empathy and understanding across cultures, civilizations, regions, and continents.
The Chair provides for the appointment of other professors, research assistants and postgraduate students to assist with these extensive and wide-ranging tasks, complemented by the overall guidance and support of several committees within the university. As a firm believer in nurturing teamwork and building collaborative relations with individuals and institutions across the globe, I am looking forward to working closely with my colleagues at Waseda and Qatar University and cooperating with all researchers to successfully fulfil the mission and objectives of the Chair.

Project 1. Comparative study of consciousness and behavior on university degrees in the Middle East.

This study aims to investigate the consciousness and behavior regarding university degrees in the Middle East by applying a quantitative and qualitative approach to five countries in the region.
Middle Eastern countries have witnessed phenomena such as a rapid increase in university degree holders, a mismatch between education and demand in the labor market, a stagnation of the labor market, high unemployment rates among university graduates, and overeducation (over qualification). Such phenomena Paradoxically, the more the value of university degrees in the labor market depreciates, the more people seek higher education degrees have undermined the effectiveness of university degrees in obtaining employment and the social status associated with it, though the extent of these phenomena varies by country. ..
Degree inflation and over-education are rampant in the region, and people have realized that a degree no longer guarantees a job, social status, or a bright future. Still, the number of people seeking degrees has not decreased, and the government continues to build more higher learning institutions to meet people’s demands.
Why do people seek a degree even though degree-based meritocracy is not fully established and the opportunities for getting a prestigious job are scarce? Why do more women seek a university degree even though their labor participation rate is much lower than that of men? Do men and women expect the same benefit from a university degree? Why are people asked to obtain a university degree, although it does not necessarily guarantee higher social status? Why do people think having a degree itself is valuable? To what extent do people believe their degree will foster possibilities in their life? If there is anything other than a profession and social prestige that a degree engenders,what is it? We hope this study will deepen our understanding of the attitudes and awareness of Middle Eastern people toward degrees.

Project 2. Middle Eastern Perspectives on Westerners from the Crusades to Today.

The aim of this project is to understand the origins in the crusading period of Middle Eastern perspectives on non-Muslims and their development from that time until today. Focusing primarily on Arabic language chronicles, it will explore how the crusaders are presented, where and how the images ideas and tropes originated, and the impact they have had and continue to have on Muslim relations with non-Muslims today.
Building on the recent success of scholars around the world, the main questions that it will address are:
- How did Muslim writers describe the inhabitants of Europe during the time of the Crusades?
- Where do the images, ideas, tropes and so on that they used originate and how and how far did they use completely new ideas or alter pre-existing ones? How have Muslim writers used and reused each other’s works regarding the Europeans and how has that impacted the historical record?
- To what extent have issues related to internal Muslim politics rather than actual relations with Europeans determined how the latter are portrayed in writings from the medieval period and beyond?
- How and to what extent have the images of Europeans created in the collective memory of the Middle East changed from the end of the crusading period until today?
- How do they continue to impact relations between Muslims and non-Muslims today?
In order to answer these questions, this project will produce a number of related outputs based on a close reading of the evidence from across time and space, taking an inter- and multidisciplinary approach based particularly on history, historiography, and area studies. focus particularly on Arabic chronicles, in addition to other sources such as poetry, religious texts, and travel accounts. In so doing, its outputs are expected to help lay the foundations for future studies by scholars in a range of fields, including Middle Eastern history , Arabic historiography, crusader studies, and contemporary Islamic studies.
