The Federation Council's meeting now continues behind closed doors. They already voted to recognize the DPR and LPR earlier today. I believe that we will hear of "official" Russian military deployments in the DPR and LPR after the conclusion of this meeting.

Putin just now stated that Russia recognizes the DLPR's claimed territories as well, which means all of the Donetsk and Luhansk oblasts. He said he hopes for a peaceful resolution, but Russia will be obliged to assist the DLPR in case of Ukrainian aggression.
