They just correctly stated that they don't have intelligence proving Putin has decided to go ahead. They don't claim it's likely he won't in the end.

Who cares...I don't get why people are so hung up on what Biden said. Yes, at the end of the day it's a guess. Nothing is set in stone. If Biden calling it out is gonna prevent something from happening, then that's a good thing.

Europeans, have always been fickled about this issue. Ready for appeasement , and to capitulate to Russia. By Monday, everyone will know what is happening and the world will not be the same again.

Frankly, I'd not expect them to have clear intelligence on Putin's mindset. The downstream evidence is more important, since we're unlikely to have great intel on his inner circle.

During all of this chatter, I just keep noting that European countries have consistently taking a stronger posture after US intel was shared with them. Disagreement over specific claims may not be all that relevant.

NATO and EU states that do understand RU (read: have means to gather actionable intel from there) cant share their intel w (quite) a few EU states because.. actors in those countries' gov leak to RU.. US apparently took the risk to share with some though.
