Handling of Personal Information in Credit Card Business

Based on the Act on the Protection of Personal Information, JCB will collect and handle your personal information as follows.

1. Information collected, held, used and outsourced by JCB

  1. 1.

    Information notified by the customer at the time of application for the membership or at the time of changing personal information, including, without limitation, name, date of birth, sex, address, telephone number (which also serves as the number to which the short message service is sent), place of work, job, purpose of use of card, e-mail address, corporate representative name, parental contact information (including, without limitation, matters notified by the customer in other businesses described in the Articles of Incorporation of JCB.)

  2. 2.

    Information relating to the contents of the agreement between the customer and JCB, including, without limitation, application date for membership, approval date for membership, expiration date, and usage limits

  3. 3.

    Information on usage of cards, status of payments and contents of inquiries made by the customer, and information that JCB has come to know in the course of decision on grant of credits, debt collection and management after granting credits (including, without limitation, voice information, etc. from telephone recordings, etc. (“Recorded information”)

  4. 4.

    Information regarding asset, income, debt, and family member notified by the customer at the time of applying for admission to the membership and after admission to the membership, and other information on the usage of credit service and payment history collected by JCB

  5. 5.

    Information stated in the identification documents as set forth in the Act on Prevention of Transfer of Criminal Proceeds and stated in the income certificates and other documents submitted to JCB by the customer

  6. 6.

    Information stated in documents issued by public organizations, including, without limitation, resident certificates, collected by JCB in an appropriate and lawful manner (necessary information from 1. through 3. above may be disclosed to public organizations in accordance with the applicable laws and regulations for application for the issuance of such documents to public organizations)

  7. 7.

    Information stated in telephone directories, residential maps, official gazettes, etc.

  8. 8.

    Information provided by the customer on purchase page on a merchant’s website for card absent transactions using internet or other communication means, including, without limitation, name, e-mail address, telephone number, address to which goods are sent and address to which claims are made (“Online Transaction Information”)

  9. 9.

    Information on personal computers, smartphones, tablet terminals, and other equipment used by the customer for card absent transactions using internet or other communication means, including, without limitation, OS type and language, IP address, location information and terminal identification number (“Device Information”)

2. Purpose of Use

    For credit judgment and post-credit management regarding transactions with JCB

    To provide functions of, and services attached to, card

  3. 3.

    To make transactional determination in credit card business and other business of JCB (collectively, “JCB’s Business”), including, without limitation, determination on review of merchant application by the customer and determination on transaction with cardmembers family members

  4. 4.

    To develop new products, new functions, new services, etc. in JCB’s Business and conduct marketing research

  5. 5.

    To make advertisement of JCB, merchants or others, and to solicit loan agreements, in JCB’s Business by means of sending advertisements or telephone, email, or other means of communication

  6. 6.

    (Regarding the parental address (home address) and contact information provided by students (minors and adults) To confirm consent of the parental guardian and to contact the customer as the customer's home contact

  7. 7.

    (Regarding the Recorded Information) To reconfirm the content of inquiries from customers, the status of our response, and the content of conversations between our customers and JCB, and to utilize it for the response evaluation of communicators and education and training.

  8. 8.

    To provide information to public agencies and public organizations upon their request as responses to inquiries on the matters relevant to investigations in accordance with Paragraph 2, Article 197 of the Code of Criminal Procedure and other applicable laws and regulations

  9. 9.

    In order to conduct business operation to prevent unauthorized use of card number by third parties based on the Installment Sales Act and other applicable laws, JCB may identify verification by using the personal information set forth in 1-8 and 1-9 above included in Online Transaction Information and Device Information for card absent transactions using internet or other communication means. In the event that the card absent transactions are judged to be relatively likely to be the unauthorized use of card number by a third party as a result of the analysis, JCB may require additional identification procedures or refuse to use the cards for shopping in the card absent transactions in order to protect the property of the cardmember. JCB may, for such purpose, provide the personal information set forth in 1-8 and 1-9 above to a service provider operating fraud detection services, and receive the results of analyses conducted by the service provider from such service provider. In addition, after the completion of online transactions by the cardmember, the service provider may hold the personal information after transforming it to a form that the individuals cannot be directly identified from the information for a certain period of time, and may internally use the information for analysis in fraud detection services for organizations other than JCB which the service provider affiliates with. 3. Joint Use

JCB, JCB’s partner companies participating in the JCB card transaction system and JCB’s affiliated companies may jointly use the collected personal information

4. Provision

JCB will not provide the customer’s personal information to any third party except in the following cases:

  • When providing the minimum necessary information to a service provider that has pledged to protect personal information to outsource operation of credit card business

  • When providing to a third party with the consent of the customer

  • When receiving an inquiry based on the applicable laws and regulations from a public institution

5. Use and Registration of Credit Information Agencies

  1. 1.

    For the purpose of investigating the solvency of the customer, JCB may make inquiries to the credit information agencies to which JCB belongs (“Participated Credit Information Agencies”) and the credit information agencies with which they affiliate (“Affiliated Credit Information Agencies”), and use the personal information of the customer if it is registered therein. The registered personal information includes information, such as dishonored information, information stated in official gazettes, information that a complaint about registered information has been received and that the matter is under research, and information reported by the person that personal identification papers have been lost or stolen, collected and registered by the Participated Credit Information Agencies and the Affiliated Credit Information Agencies by their own.

  2. 2.

    The personal information based on objective transactions with JCB and the information collected by the Participated Credit Information Agencies by its own may, by registered to the Participated Credit Information Agencies for the period specified in the table “Registered Information and Registration Period” below, be provided to participating members of the Participated Credit Information Agencies and Affiliated Credit Information Agencies, and be used for the purpose of the investigation of solvency.

  3. 3.

    The Participated Credit Information Agencies and their participating members may mutually provide and use the personal information registered at the Participated Credit Information Agencies, to the extent necessary for the purpose of protection and proper use of the personal information at the Participated Credit Information Agencies, including, without limitation, for the maintenance of the accuracy and update, the handling of complaints, and the monitoring of the state of regulatory compliance on participating members.

Registered Information and Registration Period

The registered information and registration period for the credit information agency specified in this section are as follows.

  • In addition to the above, CIC also registers that a defense of suspension of payments has been offered during investigation period in respect of its defense.

  • In addition to the above, JICC also registers delinquent information during delinquency, information pertaining to the fact that delinquency has been resolved for a period of not more than five (5) years (or for a period of not more than one (1) year from the date of termination of the delinquency if the date of enrollment falls on or before March 31, 2018), and information on transfer of receivables for a period of not more than one (1) year from the date of transfer of receivables.

6. Disclosure, Correction, Deletion

We strive to manage customer’s personal information accurately and up to date. In addition, if a customer requests disclosure of the information registered by JCB, JCB will respond as follows based on the Act on the Protection of Personal Information.

5. Method of Response

6. Response Scheduledeadline

Disclosure response will be made in the disclosure report within 10 business days, as a general rule, from the date of JCB’s receipt of the disclosure request; provided, however, that if it is impossible to respond within 10 business days due to the time required for the survey or any other reason, JCB will contact the customer.

7. Disclosure Fee

Free of charge for the time being.

(2) Cases of Non-Disclosure

JCB may not disclose the personal information in any of the following. In case JCB does not disclose, JCB will notify of the reason.

  • When there is a risk of harming the life, body, property or other rights or interests of the principal or a third party

  • When there is a risk of significantly hindering the maintenance of the credit examination system by disclosing all the information used for evaluation in credit examination, etc.

  • When JCB cannot verify the principal’s identity.

  • In case of the disclosure request by an agent, when JCB cannot confirm the proper authority of the agent

  • When the requested personal information is not fallen into the personal information subject to disclosure.

  • When you do not accept JCB’s procedure

  • When JCB violates any applicable law or regulation.

(3) Correction, Deletion

If there is anything incorrect in the registered information, JCB will promptly correct or delete it. JCB may, however, refuse to correct or delete in any of the following.
In case JCB does not correct or delete, JCB will notify you of the reason.

  • When the content of the request for correction or deletion is not true or accurate, or when JCB cannot confirm whether the content is true or accurate or not.

  • When the object of the request for correction or deletion is not the information related to facts but the information related to the judgment or opinion made by JCB.

  • When the handling of personal information is appropriate in accordance with the applicable law and JCB cannot delete the personal information due to the operational reason.

7. Suspension of Sending Promotional Material and Phone Call relating to Business of JCB and Merchant, etc.

If the customer wishes to suspend receiving promotional materials, such as direct mails, or telephone calls, etc., JCB will suspend this. However, please note that materials necessary for business operations, such as statement of charge, and member magazine and pamphlet, etc. enclosed in statements of charge will not be suspended. Requests for the suspension will be accepted at the Customer Service Office listed at the bottom of this page.

8. Accredited Personal Information Protection Organization

JCB is a member of the Japan Consumer Credit Association and the Japan Financial Service Association, which are Accredited Personal Information Protection Organizations based on the Act on the Protection of Personal Information.
