It did. It wasn’t embassy staff/families that were the issue. It was Afghans outside the capital and those who did not want to leave until late in the game, primarily dual citizens having to make a very hard choice.

Just a reminder that the gov't gave advance notice to evacuate as their safety couldn't be guaranteed. Many chose for many different reasons not to evacuate beforehand.

Families and civilians were ordered to leave Afghanistan and you can see how well that went over. They didn't do it and they ended up in a scramble.
