I've a Sony Vaio laptop in dual boot mode i.e. Linux Mint and Windows 10.
Being a newbie & despite various issues faced, have been regular upgrading Linux Mint versions from 18.3 to 19.1 now.
Across all these releases, a persistent nagging issue has been this missing task bar (which you generally see in Windows).
Have tried various resolution methods but failed so far.
Please Help!

What's called the taskbar in Windows is called panel in Mint. All three desktops have one. Which desktop are you using?

Thanks Moem, being a newbie, I shall try answering it.
I tried adding "bottom panel" yet while minimizing applications it zoomed out to the right bottom of the screen ... and remains invisible.

If you mean release of Linux Mint then, it's 19.1Which desktop are you using?

My Panel 1 is visible on the topmost horizontal position but it doesn't act like a taskbar!What's called the taskbar in Windows is called panel in Mint.

They're not identical, but panel performs the main function of taskbar, which is to have ready access to your most commonly used app launchers. If yours isn't doing that, that's a problem. Now you know what the thing you're trying to troubleshoot is called. By the way, the default location for panel in XFCE is not the top of the screen, so you've changed something. In any event, what is your panel not doing that you think it should?

This is currently missing on my LM Desktop as you could see in my earlier post!

For comparison, here's what the default looks like. This is XFCE 19.1 in a test box. As you can see, panel is on the bottom. By the way, there's no wallpaper because I use a custom one which I had to delete it for the screenshot to be small enough to upload to the forum.

You can reset your Xfce installation by running 'rm -r ~/.config/xfce4' in a Terminal

To modify panel position, add extra panels etc in XFCE,
Right click on panel > Panel > Panel preferences.
To move a panel - uncheck lock panel. Grab the panel by the move bars at the end - move to desired location.Once happy with location reclick lock panel.

To add an extra panel.

Assuming OP is referring to window-list functionality when talking about a taskbar, adding a window list
Right click on panel > Add new items > Window Buttons > Add

Right click on panel > Panel > Panel preferences.
To move a panel - uncheck lock panel. Grab the panel by the move bars at the end - move to desired location.Once happy with location reclick lock panel.
To add an extra panel.
Assuming OP is referring to window-list functionality when talking about a taskbar, adding a window list
Right click on panel > Add new items > Window Buttons > Add

I had to come up with my own solution to this problem because noone had found the solution in my searches online. My mate-panel had been disabled in the list of autostart applications that normally load when you log on. Here is what I came up with:
