Nope. Persian influence isn't the reason why Uzbek doesn't have vowel harmony anymore. The reason is actually USSR. They removed vowel harmony from Uzbek so that they can import Russian words with more ease. Vowel harmony rules in Uzbek were abolished by linguists at the time.

Uzbek words are really weird. To say "you (plural)" they say "sizlar". That really tires your mouth if you say that. I'd just say "sizler".
Manchu also has vowel harmony (but not very strict). For example to say "Manchus", you say "Manjusa". To say Koreans, you say "Solhoso".
