جہاں اسلام ہو وہاں تو غیر مسلم بھی خود کو محفوظ سمجھتے ہیں، یہاں معاملہ کچھ اور ہے۔ محض شرعی سزاؤں کا نام اسلام ہے؟ یا اسلام پہلے بنیادی ضرورتیں پوری کر کے امن اور خوشحالی قائم کرنے کے بعد سزاؤں کا تصور سامنے لاتا ہے۔
