What is the Public Interest litigation Archive Project?

The goal of this project is to build an online archive of records of public interest litigation (PIL) cases, including written allegations, evidence, and decisions to promote efforts to deliver justice on key social issues.

Litigation records include written claims, evidence, and judgements.

What inspired you to start this project?

We believe that discussions in courts are one of the factors that form our society. Judicial decisions have a power similar to that of laws, and the process of judicial decision-making is of a nature similar to that of the Diet minutes.

However, the records of some of the milestone cases that resolved social issues are not subject to protection, and unfortunately, they have been disposed of. Refer to the digital version of the Asahi Shinbun in February 5, 2019: https://digital.asahi.com/articles/ASM1D446WM1DULZU006.html

Currently, several groups are working towards the goal of preserving the records of litigation in courts.

In collaboration with some of these groups, we, at CALL4, are working to publish PDF version of these records to promote them as a shared public good.

How is the project managed?

Past PIL cases are recorded as individual new cases. The following are the characteristics to be noted:

  1. The provider of a case record becomes the provider of the case.
  2. The provider of a case is responsible for anonymization of the record.
  3. The provider of a case may donate the record to an organization related to the case, excluding individuals and law firms.

We hope that by publishing the records of PIL cases, we can help not only legal specialists, students, and researchers but also everyone in society familiarize themselves with litigations.

We expect that our archive will stimulate discussions and encourage people to engage in public interest litigation to achieve social justice.

We are looking forward that our archive will emerge as one of the foremost resources for anyone seeking information on PIL cases.
