Construction finally kicks off on old Dallas ISD campus east of downtown

Developers are building a new apartment community on the Ross Avenue site.

A long-delayed development just east of downtown Dallas is kicking off construction.

Crews have started work on the former site of the Dallas Independent School District headquarters complex on Ross Avenue.

All but one small portion of the two-block former school administration complex was torn down in 2017.

Since then, the high-profile property has languished while developers worked out zoning approvals and design plans for a new rental community.

Developer Leon Capital Group restarted the project this week and plans to move ahead to build 365 luxury apartments on the site.

Leon Capital plans to include the 16,000-square-foot central building from the DISD complex plus several large oak trees in its new project called The Academic.

"Through our preservation work, The Academic is a nod to the area's original essence, returning Ross Avenue to its fabric and vision," Carl Starry, Leon Capital managing firector of multifamily, said in a statement. "The transformation of the DISD administration building into The Academic has been a true collaboration made possible by the community, Leon Capital Group and our design team working together for the best outcome."

The design and engineering team on the project includes Architecture Demarest, Urban Structures, Basharkhah Engineering, Spiars Engineering and DesignSixTwo.

The five-story apartment community being built at Ross and Washington Avenue will include a club house with golf and sports simulators, a convenience mart, a business center with coworking office space, a resort-style pool and a fitness center.

Leon Capital bought the Ross Avenue property in 2017 after Dallas ISD sold off the property in an auction of surplus real estate. The school district moved its offices to a new location on U.S. Highway 75 in North Dallas.

Built in phases over more than 60 years, the DISD complex sold to Leon Capital for $9 million.

The first units in the new apartment community will be ready in early 2021.
