Probably about the Hello Neighbor video game
This text file basically has the following text:
"When in Doubt, Hide
Hiding isn't a mechanic to be ignored, and there are plenty of places that you can hide your presence within your neighbor's house. This is an important part of the game, and sometimes you'll need to wait several moments before coming out again and continuing your journey. Of course, once you hide, you have to be willing to take a chance and come out, which is another important part of the journey that you'll undertake in Hello Neighbor."
This document reminds me of what I think is called the "Armed Citizen" section of an/the NRA magazine. One of the stories was about how a resident fired his or her gun down a dark hallway and killed a home intruder. Poetically: A shot in the dark, a shot through the heart.
"Hello Neighbor" would be a harder game if the neighbor was an armed citizen.
