It's not too late for a "victim-centered" solution. Seoul should approach Tokyo about taking “comfort women” issues to the ICJ. We don't have time to worry whether Japan will accept or reject. If we don't take this chance, we won't have another one.

After a 3-year standstill by , talks of inscribing “comfort women” records are renewing. But Japan’s far-right paper, the Sankei Shimbun, has already opined the records will be rejected. Japan is the 2nd largest contributor to UNESCO & threatened to withdraw funding.

Interesting how Ambassador Tomita acknowledges that issues such as “comfort women” have damaged ROK-JPN relations but at the same time says those issues are unrelated. Is it “history” when survivors are still alive and the Ramseyer paper is an extension of Japan govt’s position?

It will take sustained pressure to bring about prosecutions for mass rape, whether in a U.N. tribunal, a hybrid court, or the Int’l Criminal Court. But should it happen, it will rely on the precedent set by the effort to prosecute rape as a war crime in the former Yugoslavia.

Justice for all comfort women! My grandmother, my lola, was taken from her home in Bataan and systematically raped. She was a comfort woman who died without an apology or any kind of reparations. The very least Japan can do is acknowledge & apologize for these heinous acts. twitter.com/ajplus/status/…
