Two drunken Japanese men caused continuously traffic accidents in Phnom penh
According to the source, the car caused the accident was Fortuner, white, number plate Phnom Penh 2Z-3000 driven by two drunken Japanese men with a very fast speed from north to south along Preh Monyvong street, steering on the street caused to hit street bar into pieces and crashed a couple who were driving a motorbike, suffering a serious injure and continuously to hit a car shop nearby, suffering another two cars destroyed. After that, the perpetrators had driven their car to flee away and when they got to Psa Kandal market, located in Donpenh district, they had crashed another Highlander car which was being parked in front of a house, suffering to damage all the front part and further more, it continuously hit another Tuk Tuk, suffering to collapse. This terrible event made the people there get mad and so much furious and decided to break the car windscreen and hit the two drunken Japanese men. Having worried that the two men would died because of the people furious, police arm forces had use a gun, shooting three times and arrested and sent the drunker to Psa Kandal 2 Police Post for safety, the source added.
Police have confiscated the car and sent the two Japanese men to Phnom Penh Traffic Police Department for a legal procedure.

The driver fled the scene of the initial accident which was a big mistake. They should have stayed locked in the vehicle and waited for the police, that section of Monivong is not so built up. There would have been a chance of a mob smashing in the windows and dragging him out, but only slight as at that stage it was just an accident (with injuries) and not a hit and run. It reads like the police allowed the mob to have a little fun before they took control of the scene.
The Koh Santepheap article is less detailed but similarly says ប្រជាពលរដ្ឋឡោមព័ទ្ធចាប់បាន នាំគ្នាវាយយ៉ាងទក់សាច់ និងរថយន្ដត្រូវខ្ទេចទើបចាប់ប្រគល់ឱ្យសមត្ថកិច្ច ។ Citizens surrounded and battered the driver and smashed the car and then handed over (the driver) to the police.
[ប្រជាពលរដ្ឋ = the populace, the people of the nation, citizens. In this case THE MOB.]

A mob of more than 50 chased down and beat the Japanese driver of an SUV involved in multiple crashes in Phnom Penh on Friday night that seriously injured two motorcyclists and damaged about a dozen vehicles, police said on Sunday.
The Japanese man, identified as Shinichi Hayasaka, 39, attempted to flee the scene of the initial crash on Monivong Boulevard because “he was scared of getting beaten up,” an official said. But a rabble of motorists followed him and brutally beat him after a second crash at Phsar Kandal market.
Details of the incident varied between the police officials interviewed on Sunday, but Mr. Hayasaka was driving his Toyota Fortuner south on Monivong Boulevard at about 9:30 p.m.
Keo Sarun, deputy Chamkar Mon district police chief, said Mr. Hayasaka’s car had run into the street’s central divider before backing into a motorbike, seriously injuring its driver and a passenger.
“[The car] reversed and crashed into a motorbike behind it, as well as a fence on the sidewalk, which fell on three cars,” Mr. Sarun said.
Soeun Saroeun, deputy municipal traffic police chief, however, said Mr. Hayasaka’s car had crashed into the motorbike before plowing into the road divider and two cars on the sidewalk. After reaching Phsar Kandal market, he proceeded to crash into two cars, five motorbikes and three tuk-tuks, he said.
