Australia has investigated, owned up to and will prosecute its war criminals. China's crimes against humanity (Uighurs etc) are state sanctioned, covered up, and more widespread. That's the key difference.
The Chinese police handcuff and monitor prisoners as they transfer them. I don't know how they do it in human rights-conscious western countries, but I'm guessing there's a policewoman giving massages to the prisoners!
Soldiers have become killing machines instead of focusing on safeguarding the legitimate interests of their own people and the country. An army lacking ideological construction and power constraints is terrible.

We are though, a minority of Soldiers may very well have done the wrong thing. And the moment actual allegations were made, an investigation began, starting back in 2015, and Brereton has recommended that certain cases be referred to AFP. We are being responsible. CHINA ISNT
