Just pick up a disk and see the bottom shiny side. Look at the centre of the disk and move to outer side. If CD has a color variation from inner circle to outer circle i.e. it has visible dark ring, this means information was previously burned on it. If disk surface appears smooth and in uniform color then it is blank.

If you burn data onto a disk and then reformat the disk (i.e. erasing the data) the disk will still have the color variation on it. Also if a disk is an original copy that contains data it will not have the color variation, this is a good way to check to see if you have an elaborate forgery. The reason for this is how the differences in how data is transferred to disks (one is literal burning of tiny dots which is the reason for the variation, the other is a stamped disk so the curvature of the stamp is what diffracts the reading laser).
There were days, I filled the data so much, It is very hard to tell whether it is completely full or empty.
I used to write 700MB movies into R-CD's and used to use up all 4.34GB on a 4.7GB R-DVD..!
