This reminded me of the Vienna Convention.
If you annex a place, its entire population automatically becomes your citizens as well.
So, India can't take any land from Bangladesh without taking all the Muslims living there.

If you have a population of 6.5M that is 96% Muslim; you will need minimum 6M more non-Muslims to balance out the deficit, not 300k

Also, there are tribal reservations across the hill states, so non-tribals can't purchase land in them.
Meiteis who are the dominant ethnicity in Manipur can't purchase 90% of the state's land as they are reserved for the hill people (Nagas + Kukis).

Also, the hill states of Northeast can't hold much population because of their terrain. If you do largescale deforestation, there will be continuous landslides

There will be 10 townships created for Kashmiri Pandits in the Kashmir division, across the 10 districts to facilitate the rehabilitation of the refugees.
Do you realise how lopsided the demographics will be?
Even if you settle all the KPs and some soldiers, Muslims will still form an overwhelming majority. The slight gain will be neutralized because of the TFR difference in just a decade.

Kashmiri Pandits are developed economically. They don't want to return to disturbed area. Govt has not yet given any assurance on their security. That's why I said Kashmiri Pandits along with Ex-Soldiers should be settled. This will bring peace gradually.
Lol, only 117 KPs even applied for domicile in Kashmir, rest all want to live in the Hindu majority districts of Jammu.
Also, I highly doubt some soliders and KPs have TFR than can balance out the ratio.

First Pandits should be settled in Kashmir with all security.
Second, ex-soldiers should be settled by giving them land.
When normalcy prevails, industry will develop automatically, specially tourism. Then more people will migrate.

If 50 lakh Bihari Hindus settle into Kashmir, Hindus will form majority there by 2035-2040 owing to the TFR difference.

The 5X growth seems unnaturally high considering similar TFR gap in Upper Assam has resulted in Muslims just doubling their share over the same period.
Also, about half of the entire Muslim population is concentrated in Thoubal district.
I suspect there are many Bangladeshis hiding in Lilong tehsil (76% Muslim) or Congress has inflated the population of this tehsil for more seats in future.
I suspect there's something fishy going on with Manipur's Muslim population.
The share of Muslims grew from 2.21% in 1881 to ~10% in 2011 if you exclude the illegal tribal immigrants.
But the TFR gap of Meiteis and Pangals isn't that large.
