犬の牧場富士の里の奥村です。

 

本日は当協会監事として、

前回に引き続き、

なぜ今、これほどまでにご寄付を集めたり、

富士の里の建て直しをしているのかを書かせて頂きます。

→参考までに当協会の現状について（その①）

 

 

 

私たちの協会は、2007年に設立されました。

（※前身は神奈川県アニマルセラピー協会）

 

高齢者施設、障がい者支援施設、病院、学校等へ、セラピー犬を帯同しながら訪問し、ふれあい活動を行う

「アニマルセラピー活動」を年間400回以上実施し、セラピー犬の育成やアニマルセラピストの養成も、積極的に行ってきました。

 

初代理事長の経営方針は、

 

「一万頭のセラピー犬、一万人のセラピスト」

 

その名の通り、

「沢山の犬と沢山のひとがいれば、

それだけ多くのひとを救うことができる」

というものでした。

 

この方針、決して悪くはないとも言えますが、

 

「一万頭のセラピー犬」

 

ここに大きな落とし穴がありました。

 

ピーク時は協会として、

200頭以上の犬を保有しており、

ブリーダーから迎えた犬、協会内で繁殖させた犬、

中には保護犬まで、様々な犬たちが生活していました。

 

10年前の富士の里。100頭以上の犬たちが生活していました。

 

犬の数に比例して、スタッフの数も多く、

富士の里だけでも常時5名以上は住み込みで勤務していました。

※当時のスタッフは現在一人も残っていません

 

私は2年前に初めて富士の里を知りましたが、

その当時も50頭以上はいたと記憶しております。

 

ボルゾイだけでも20頭程いました。。

 

スタッフが常駐しているとはいえ、

100頭もの犬たち（※大型犬）を抱えることは常軌を逸していますし、もちろん、犬同士の喧嘩や、スタッフ間の不調和など、多くの問題もあり、ひとの入れ替わりも激しく、組織のコンディションは良くなかったと聞いています。

 

2020年8月現在で、

富士の里の犬の数は30頭です。

2018年5月に新体制（現風間理事長）となり、

大きく方針転換をし、一頭一頭丁寧に里親さんを探し、犬を減らしてきました。

NPOという立場でありながらも、営利目的に犬を増やしてきた前体制の遺産を引き継ぎ、その心労は計り知れなかったと思います。

 

前理事長は2018年4月に急逝し、現在の風間理事長が、協会を引き継ぎました。

引き継ぎ当時は、3,000万円もの借金が協会に残されていること、

その他多くの問題を抱えていることは知らされておらず、蓋を開けたら、数々の問題が発覚し、どれも緊急性を要するものばかりでした。

 

前体制の理事も名ばかりで、実務にはほとんどタッチしておらず、

組織の要となる財務経理も、どんぶり勘定かつ、

前理事長の独裁体制の下で、全く機能していませんでした。

お金の流れは全くのブラックボックス状態。

理事会も形だけで、ガバナンスは全く効いていません。

 

新体制となり、まずは借金の返済に奔走し、

現理事長自らも数百万円の寄付をしながら、

必死の思いで、犬たちの生活を守り、

そして協会の活動を維持してきました。

新体制となり、退任した理事もいますが、

現在も理事の機能はほとんど機能していません。

中には、物理的な理由で実務ができないため、

1,000万円近くの寄付金を通じて協会の存続を支援して下さる理事夫妻、

専属の獣医師で500万円近くもの未払い金を全てご寄付下さった理事、

それぞれの形で、協会を支えてくれていますが、

今もなお、名ばかりの理事は存在します。

私は理事を必要以上に責める気はありませんが、

客観的にみて気になる点は、どんどん指摘していきます。

※ちなみに、私の前任監事も名ばかりで全く機能していませんでした

 

とにかく前体制は、トップの独裁体制の下、

都合の良い役員陣で固められており、その素行は全てブラックボックス。

前理事長は協会の資金を私的に利用し続け、経理は言われたままに処理。

なんと、一般社団法人人と犬との憩いの場所（現風間理事長が理事長兼任）の売上金についても、

全てが協会に送金されていたという事実も発覚しました。

非常に忌々しき問題です。

 

2018年5月以降、お金の流れを整理し、

どんぶり勘定を解消し、少しずつ健全な財務体質に生まれ変わり、

現在は当時山のようにあった使途不明金などもなくなりました。

 

 

ただ、まだ多くの犬たちが残されています。

 

 

私は2018年10月から、アニマルセラピストの資格受講生として、

協会の活動に加わりました。

本業は小さな人事コンサルティング会社を経営しており、それ以前も犬を自身で育てたり、飼育した経験はなく、全くの素人でこの活動を知りました。

（※実家に保護犬がいましたが、お世話はほとんどしていませんでした・・）

当時、ふとしたきっかけで犬猫と暮らし始めたこともあり、何か動物と一緒に仕事に繋がる活動ができないものか？

と考えたことが大きなきっかけです。

 

本業が「ひと」に関する事業ということもあり、

これまで10年以上、ひと、組織に関することを探求し、ビジネスにしてきましたので、ただ犬が好きではなく、ひとと動物の繋がりや、その先にある世界に漠然とした興味を持ち、

「アニマルセラピー」という未知なる領域に踏み込みました。

 

どちらかと言えば、当時はこの活動に懐疑的で、

どこか犬たちが無理やり活動に連れ出されて、

働かさせられているようにも感じたことを覚えています。

 

この活動の世界観には共感できるものの、

実態は少しズレがあるな、と思いました。

 

それからはとにかく沢山活動に参加することで現場を知り、犬のこと、そしてNPOという組織のことを学びました。

私は10年近く会社勤めですので、NPOのことはさっぱり分からず、どのように活動が成り立っているのか、ちんぷんかんぷんでした(笑)

 

ただ、この世界で働くひとは、私がこれまで出会ってきたひととは異なり、

みな様々な理由で、ここにいるという印象でした。

 

NPOは多くのご寄付で成り立っています。

非営利活動法人ということで、活動で得た資金を、必要以上に人件費に割り当てたり、もちろん私的に利用してはいけません。

それを強く感じたのは、紛れもなくご寄付を下さるサポーターの皆様の存在です。

今回の新型コロナウイルスの影響を受け、経営危機に陥った際もそうですが、

何の見返りもなく、ただ犬たちのこと、中にはスタッフのことも気遣って頂き、

ご寄付を下さる方々がいらっしゃいます。

 

 

なぜこれほどまでに支援して下さるのか？？

 

 

私は最初不思議でなりませんでした。

という私も、街頭の募金活動で寄付をしたことはほとんどありませんでしたし、

どこか怪しげで、何に使われているのだろう？？とこれまた懐疑的でした。

 

ただ、この協会に対しては、

いつも暖かい声を掛けて下さる方、支援して下さる方がいます。

 

NPOは社会貢献に繋がる活動を行うという理由で、税制優遇があったり、やはり活動方針を明確に示し、強い当事者意識を持って活動するスタッフが必要です。

株式会社もそうだと思いますが、

NPOは報酬、給与面においては極めて限定的で、

それを本業とすることは、現実的に難しい側面もあります。

 

この協会のスタッフはNPOの業務を本業とするひとばかりでした。

社会貢献に繋がる活動を進化させ続けるために、資金を集め、投資することが求められる中、必要以上にその資金がひとに流れていました。

 

新体制に代わり、給与の見直しが徹底的に行われ、結果退職をしたスタッフも多く存在します。

 

厳しい言い方をすれば、ひとは簡単に組織を去ることができます。

 

 

犬たちはどうでしょうか？

 

 

犬たちは残されます。

いつもお世話をしてくれていたスタッフがいなくなります。

タテマエ上は「犬たちのために」と言いますが、

ホンネは「自身の生活」ではないでしょうか。

これは私たちの組織だけに言えることではなく、

多くの組織で起こっていることかもしれません。

 

現にご寄付いただいた物資を適切に扱わなかったり、乱用してしまったスタッフも存在します。

犬のケアも十分に行わず、自身の欲に走ってしまったり、多くの問題がありました。

これを管理者責任とみることもできますが、

私たちは「NPO」です。

 

誰かに言われたからやるというスタンスでは、

この活動を高いレベルで推進することは難しいですし、大前提として本人の意思で、主体的に行うことが重要です。

ボランティアの側面も強いですし、見返りを求めるなら、株式会社を選択すべきです。

 

あえてスタッフを擁護するのではなく、

動物という生き物を扱う仕事のスタッフとして、

もっと責任感を持って、従事してほしいと願うため、言葉を選ばず書いております。

 

私は動物の世界とはかけ離れた環境で仕事をしていたこともあり、

客観的にみて、「？？？」と感じたことが多くありました。

この違和感は私だけでなく、感じていらしゃる方も少なからず存在すると思います。

 

残された犬たちは自力では生きれません。

 

世の中では殺処分ゼロなど、

多くの団体が日々難解な課題と向き合っていますが、この業界には、ヒトモノカネ、あらゆる問題が複雑に絡んでいると感じています。

我々の協会も同様でした。

 

ただ言えることは、

 

「動物を動物として扱いながらも、

　誠実に向き合うこと」

 

私は犬猫が好きですが、

「無類の・・」という訳ではありません。

 

犬は犬、猫は猫、

どこか冷静な見方をしてしまうところがあります。

 

この世界で働くひとたちは、

少なくとも動物が好きで、何かそれを通じて、

世の中のためになれたら・・と思うはずです。

 

ただ、いつのタイミングからか、

動物がモノにみえてきたり、ビジネスの材料にしてみたり、

歯車が狂い始めるのではないでしょうか。

 

この類の話しを追求していくと、終わりが見えなくなるため、終わりしたいと思いますが、

やはりこの世界で働くひとは動物に対し誠実であって欲しいです。

 

私がこの協会で活動を続けているのは、

もちろん犬たちの生活を守ることもそうですが、

協会の現状をありのままに発信することで、

一人でも多くの方が、この現状を知り、

何かひとつでも動物のためにできることを考え、

行動して頂きたいと思ったからです。

 

私がこのブログを3年前に読んでも、

ピンとこなかったかもしれません。。

 

今のタイミングでピンとくる方だけでも構いません。

 

今後ともありのままの協会を知って頂くために、発信し続けます。

 

現在は週4日、犬の牧場富士の里で

30頭の犬たちのお世話をしております。

私も理事長も完全にボランティアです。

それぞれ本業はほとんど手を付けられていません。

決して自分たちのことを「すごい！」と思って欲しい訳ではありません。

 

いつも健気に寄り添ってくれる犬たちがいます。

 

富士の里の犬は、いくらお世話してくれるスタッフが代わっても、

今も変わらず笑顔で、ひとに近づいてきてくれます。

この子たちの笑顔は裏切れません。

みな幸せになれるよう、引き続き頑張ります。

This is Okumura, a member and auditor of the Japan Animal Therapy Association (JATA).

 

 

Today, as an auditor of our association, 

I would like to continue to write about why we are now collecting donations to rebuild Fuji Dog Farm.

JATA was established in 2007.

(*Former name was the Kanagawa Animal Therapy Association)

 

 

The association has conducted "Animal Therapy Activities" more than 400 times a year by bringing therapy dogs to senior citizens' homes, support facilities for the disabled, hospitals, schools, and other institutions. It has also actively trained therapy dogs and animal therapists.

 

 

The management policy of the previous president of JATA was to reach "10,000 therapy dogs and 10,000 therapists".

 

 

As this suggests, this was built on the idea that "the more dogs and the more people you have, the more people you can save".

 

 

It could be said that this policy was not quite bad, but there was a big pitfall here, "10,000 therapy dogs".

 

 

At its peak, the Association had more than 200 dogs, some came from breeders, some from in-house breeding, and some from shelters.

 

 

Ten years ago at Fuji Dog Farm, there were more than 100 dogs living hare.

 

In proportion to the number of dogs, there were more staff members than now, and in Fuji Dog Farm alone, there were more than five live-in staff members working full time.

 

None of those staff members are now present at Fuji Dog Farm.

 

 

I first learned about Fuji no Sato two years ago, and I remember there were more than 50 dogs even then.

 

There were about 20 Borzois alone.

 

 

Even though there is staff all day, taking care of 100 dogs (*large dogs) is out of the ordinary.

There were many problems such as fights between dogs, disharmony between staff members, and consequently there was a heavy turnover of people.

I have been told that the organization was not in good condition.

 

 

 

As of August 2020.

 

There are now 30 dogs at Fuji no Sato.

 

In May 2018, a new structure (with the current president Kazama) was put in place to JATA.

 

We have made a big change of policy and have been carefully searching for foster families for each of the dogs and reducing the number.

 

Despite being a non-profit organization, I believe that the heartache of carrying on the legacy of the previous system of increasing the number of dogs for profit was immeasurable.

 

 

 

After the sudden death of the former president in April 2018, the current president Kazama, took over the association.

 

At the time of the handover, the association was left with a debt of 30 million yen, which had not been informed of, along with many other problems.

 

It was an unpleasant surprise to realize that there was a stack of problems, all of which required urgency.

 

The previous board of directors was solely a nominal figure and had very little practical experience.

 

The financial and accounting functions as well, which were the cornerstone of the organization, were not functioning at all under the dictatorial system of the previous president.

 

The flow of money was a complete black box. The board of directors was a mere formality and its governance was not working at all.

 

 

 

Under the new structure, the first thing JATA did was to pay off the debts, and the current president herself donated millions of yen to the association.

 

Some of the board members have retired, but even now, the functions of the board of directors are still largely inoperative.

 

However, there are directors that are unable to practice due to physical reasons but have supported the association with donations of nearly 10 million yen, as well as our exclusive veterinarian who has donated all of the nearly 5 million yen of unpaid bills.

 

 

In their own way, they have truly been supportive to the association.

 

Still, we must note that the problem of the board of directors in name only rests unsolved.

I do not blame the board members more than I must, but I will keep pointing out the things that objectively appears wrong.

 

*Incidentally, the former auditor was also completely ineffective in name only.

 

 

Anyway, the previous regime was solidified with a convenient board of directors under a dictatorship at the top, and all of their behavior had been a black box.

 

The former president continued to use the association's funds for his personal use and the accountant handled the finance as he was told.

 

It was also discovered that all the proceeds from the sales of the General Incorporated Association, “Recreation Salon for Human & Dog” (currently chaired by Mr. Kazama) had been remitted to the Association.

 

This is a very abhorrent issue.

 

 

Since May 2018, under the new structure, we have been able to sort out the flow of money, get rid of the bowl of money, and gradually rebuild the association into a healthy financial structure.

 

Now, the great amount of unaccounted-for-expenditure that existed at the time is gone.

 

However, many dogs are still left.

 

 

I have become a certified animal therapist in October 2018, and since then joined JATA's therapy activities.

 

My main business is running a small HR consulting company, and I had never raised dogs by myself before joining the association, so I learned about this activity as a complete amateur.

(*I had a dog when I was little, but I hardly took care of it...)

 

At the time, I started living with dogs and cats on a whim and wondered if there was anything I could do to help work with animals.

 

This was the big reason for me to think about involving in animal therapy activities.

 

 

 

Since my main business is related to "people", I have spent more than 10 years exploring and making a business out of things related to people and organizations. Therefore, I ventured into "animal therapy”, not just with the interest to dogs, but with the interest in the connection between people and animals and the world beyond that.

 

 

If anything, I was skeptical of JATA’s activity at the time.

 

I remember feeling as if the therapy dogs were being forced to work.

 

 

While I could relate to the worldview of this activity, I felt that there was a gap between the reality.

 

 

Since then, I have become involved in many activities to get to know the field and learn about dogs and NPOs.

 

I have been working for a company for almost 10 years, so I had no idea what NPOs were all about, nor did I have a clue of how they functioned!

 

But I got the impression that the people who work here are different from the people I have ever met, and that everyone is here for various reasons.

 

NPOs are mainly run by funds.

 

As a non-profit organization, we must not allocate funds to pay for personnel more than necessary, and of course, we must not use them for personal use.

 

What makes us feel so strongly about this is the existence of our supporters, who trust and donate us.

 

As was the case when we were affected by the coronavirus and fell into financial crisis, there were many people who donated without expecting anything in return but cared for our dogs and our staff.

 

 

Why are you so supportive of us?

 

 

At first I couldn't believe it.

 

I had never donated to a street fundraiser before, and I even thought “what is it used for?” Somewhat suspicious of the use of funds.

 

 

However, there are always people who are warmly welcoming and supportive of this association.

 

Nonprofits have tax advantages because of their social contribution activities.

They need staff who have a strong sense of ownership and a clear policy for their activities.

 

The same is true for stock companies, but NPOs have very limited remuneration and salaries, and it is difficult to make it one’s main business.

 

 

However, most of the staff of JATA have this job as their main business.

 

In order to continue to evolve our social contribution activities, while the association was required to raise and invest the funds, they were flowing to those people.

 

 

As a result of the new structure, salaries have been thoroughly reviewed and several staff have resigned as a result.

 

 

 

To put it bluntly, yes it’s easy for people to leave an organization.

 

But what about the dogs?

 

The dogs will be left behind.

 

The staff who have always cared for them will be gone.

 

Though we hear "for the sake of the dogs", I think the reality is "our own lives".

 

This is not only true for our organization, but it may be happening in many organizations.

 

 

In fact, some of our staff did not handle the donated supplies properly or even abused the use of them.

 

They did not take good care of their dogs, they were driven by their own greed, and there were many other problems relating to that.

 

You could look at this as a management responsibility,

but we are a "non-profit organization".

 

 

It is difficult to promote high quality activities if you just do what someone tells you to do. It is important that you do it on your own initiative, at your own will.

There is a strong volunteer aspect to it, and if you want something in return, you should choose a corporation.

 

I don't dare to advocate for my staff, and I am writing my honest thoughts because I hope that as a staff member who works with animals, a living thing, I feel we need to be more responsible and engaged.

 

 

I have worked in an environment so far removed from dealing with animals. So from an objective point of view, there were many times when I felt question marks appear in my head.

 

I'm sure that I am not alone in feeling this discomfort, and I’m sure more than a few of you have felt it too.

 

 

The dogs left behind cannot survive on their own.

 

There are many organizations in the world that face difficult issues such as zero-killings every day.

However, I feel that this industry is complicated with all kinds of issues, related to human, material, and financial matters.

 

Our association was no different.

 

 

All I can say is, "Treat animals as animals, but face them with integrity.”

 

I like cats and dogs, but I not to a fanatic extent.

 

Dogs are dogs, cats are cats.

 

I love them, but I also have a calm view towards them.

 

People who work in this world must at least love animals and want to do something for the world with them.

 

Though at some point in time, as they start to see animals as objects, or use them as materials for business, the wheels may start to go off.

 

 

I would like to end this kind of talk here, because there is no end to it if you start talking about it. But I just want to say that I hope people who work in this world be honest with animals.

 

The reason why I continue to be active in the association is of course because I want to protect the lives of dogs, but also because I want to get the word out about the current state of the association as it is.

I hope that as many people as possible can learn about it, think about what they can do to help the animals, and take action.

 

 

If I read this blog three years ago, it may not have rung true for me.

 

So I don’t mind if it doesn’t really sound convincing for you at the moment.

 

We will continue to send out information to help you get to know the association as it is.

 

 

 

Here at Fuji Dog Farm, I am currently taking caring of the 30 dogs four days a week.

 

Both myself and president of JATA are completely volunteers.

 

We each have very little time to deal with our main business.

 

By no means do we consider ourselves "Awesome!” and we do not want you to think that.

 

 

We have dogs that are always there for us.

 

 

 

The dogs at Fuji Dog Farm continue to trust humans, no matter how many times the staff who take care of them are replaced.

 

They are still smiling and coming up to people as always.

 

 

Their smiles cannot be betrayed.

 

 

 

We will continue to do our best to make everyone happy.
