本日は私の活動拠点である

犬の牧場富士の里の過去についてお話しします。

私はボランティアで富士の里の業務を行っておりますが、

監事という立場から書かせて頂きます。

 

富士の里は2013年5月に三島市芙蓉台に

「静岡三島訓練所」として建設がされました。

主な目的は、セラピー犬の訓練で、大型犬中心に、

セントバーナード、グレートデーン、ボルゾイなど、

珍しい犬たちも多く生活をしていました（※現在も暮らしています）

 

過去のブログでも書きましたが、先代の理事長の方針は、

「とにかく犬を増やし、活動規模を広げること」

全国各地に拠点を作り、海外も名ばかりの拠点が多く存在しました。

（※現在、9割近くの拠点が消滅）

 

話しを戻しますが、富士の里では100頭を超える犬たちが、

犬舎に所狭しと生活していました。

最たるものが、ドームと呼ばれる農業用の温室を加工した部屋に、

40頭近くの犬がケージに入れられていました。

現在はドームには一頭も犬を置いていませんが、

夏場は室内の温度が45℃程度になります。

もちろん、全ての犬が外に出られる訳ではなく、順番であったり、

スタッフの休み時間はドーム内で過ごします。

フレンチブルドッグなどの短頭種もこの中にいました。

原因不明ということで、亡くなってしまった子もいます。

 

 

想像してみて下さい。

犬たちはどのような思いで日々を過ごしていたのでしょうか。

 

 

これに加えて、60頭近くの大型犬が屋外の犬舎にいました。

ボルゾイは20頭を超え、犬同士の喧嘩も絶えなかったと聞きます。

 

当時は狂犬病の予防接種も行っておらず、

もちろん、混合ワクチンも未接種です。さらに医療費も滞納です。

 

 

なぜこれほどまでに劣悪な管理、行動が横行してしまったのでしょうか。

 

 

先代の理事長は、犬たちが不衛生かつ厳しい環境で暮らす中、

高級ホテル、クラブを渡り歩いたり、ブランド品を私的に買い漁ったり、

本当に見事なまでに、私利私欲のために協会の資金を使っていました。

経理も機能不全に陥っていました。

 

 

犬たちが雨の日も風の日も街頭に立ち、募金活動を行ったり、

沢山の高齢者施設等を訪問したり、

犬を増やすために望まない交配をさせられたり、、、

犬たちが頑張って生み出した活動資金が、

このように使われていたことは、許しがたい問題です。

 

 

現在、調査中ですが、

当時の理事も不正に報酬を受け取っていた可能性があり、

もはや過去のことで終わらせる訳にはいかないレベルです。

事実の解明と、公正な活動を推進すべく、

組織を再構築することも喫緊の課題です。

 

 

ひとの都合で動物が生かされ、自己都合でひとは消え、

結果として動物が残される。

 

 

これで本当に良いのでしょうか。

 

 

私は理解できません。

トップの独断と割り切れる問題ではなく、

もはや連帯責任です。

何も言ってこなかった役員（理事、監事）も、

実態を把握しないまま、形式上の承認作業のみ行い、人任せ。

これでは、NPOとして機能する訳がありません。

 

 

動物保護とか、そのようなこと以前に、

ひとのエゴで、適切に資金が循環せず、

多くの支援者を、そして犬たちを裏切った罪は大きいです。

 

 

公正な活動が行われるように。

犬たちの仇は必ずとります。

Hi.

This is Okumura, a member and auditor of the Japan Animal Therapy Association (JATA).

 

 

 

Today, I will talk about the past of the Fuji Dog Farm.

 

I am currently working there as a volunteer, but I am writing this from the standpoint as an auditor.

 

 

 

Fuji Dog Farm was founded in May 2013 at Fuyodai, Mishima City as the "Shizuoka Mishima Dog Training Center".

 

The main purpose of Fuji Dog Farm was to train therapy dogs, mainly large and rare dogs such as St. Bernards, Great Danes, Borzois, etc. (*They still live there.)

 

 

As I have written in past blogs, the policy of my predecessor of the president of JATA was to "increase the number of dogs and expand the scale of therapy activities.”

 

JATA consequently established offices all over the country, as well as many overseas offices which were mostly only in the name.

(*Nearly 90% of the bases are now gone.)

 

 

To get back to the story, there were more than 100 dogs crammed in the kennels at Fuji Dog Farm.

 

Worst of all, there was a room called the "Dome", which was before an agricultural greenhouse, where nearly 40 dogs were kept in cages.

 

Today we don't keep any dogs in the dome, but in the summer the temperature inside goes up to about 45 degrees Celsius.

 

Of course, not all dogs could go outside at once, so they were kept inside the dome in turn, and also during the staff breaks.

 

Short-headed breeds such as French bulldogs were also kept inside.

 

There are some of them who died for unknown reasons.

This is a view of inside the dome room. The temperature exceeds 40 degrees Celsius at daytime.

During those days, dog cages were stacked on the upper and lower sides.

 

There were also several dogs living here.

 

 

 

Imagine that.

 

What did the dogs think of their days living here?

 

 

 

 

 

In addition to this, there were nearly 60 large dogs in the outdoor kennels.

 

There were over 20 Borzois, and I was told that there were many fights between the dogs.

 

 

 

The dogs were not vaccinated for rabies at the time.

 

They neither had taken the combined vaccine. In addition, medical bills had been unpaid.

 

 

 

How did such poor management and behavior become so prevalent?

 

 

 

 

 

The previous president, while the dogs were living in unsanitary and harsh conditions, went to some of the most exclusive hotels and clubs in the world, and shopped luxury goods for his own personal use.

 

He had used the association's funds for personal benefit.

 

The accounting was also in dysfunction.

 

 

 

The dogs stood in the streets on rainy and windy days for fundraising activities, they visited exceeding number of facilities, and unwillingly bred to get more dogs…

 

It is an inexcusable problem that the money the dogs have worked so hard to generate was used in this way.

 

 

 

 

 

We are currently investigating the matter, but there is a possibility that the board members at the time may also have been receiving unjust rewards.

 

The fraud has exceeded the level where we can no longer let it end in the past.

 

It is therefore an urgent task for us to restructuring the organization and get to the bottom of the facts and promote fairness and transparency.

 

 

Keeping animals alive for human reasons.

Leaving them behind for human reasons.

 

 

Is this really the right thing to do?

 

 

 

 

 

I do not understand.

 

 

 

It is not something that can be dismissed as the sole responsibility of the president.

 

It is a joint and several liability.

 

The officers (board members and auditors) who have kept silent are also liable of this whole issue.

 

Without understanding the actual situation, all they had done was to do the formal approval process and then leave it all to others.

 

There is no way for the association to function as an NPO like this.

 

 

 

Before talking about animal protection or anything like that, it is a sin to prevent funds from circulating properly, betraying so many supporters and dogs.

 

 

We will make sure that the works are done fairly, and that this will never happen again.
