こんにちは。

 

NPO法人日本アニマルセラピー協会監事の奥村です。

 

猛暑が続き、屋外で過ごす犬たちにとっては、今年も厳しい夏です。

私もボランティアスタッフとして、富士の里の業務に入っておりますが、

この一週間でも本当に色々なことがありました。

 

大変残念なお知らせとなってしまいますが、

セントバーナードのダークが7歳で虹の橋を渡りました。

先々月末に、相棒のセントバーナード「バニラ」を看取ってから、

あまりにも急なお別れとなってしまいました。

前庭症の後遺症で、首が傾いたままでしたが、

いつも明るく、ひとの近くに寄り添い、沢山のご飯をペロッと平らげ、

本当に元気に過ごしてくれていました。

 

 

 

超大型犬ということで、寿命は長くありませんが、

最期はもっと快適な場所で、余生を過ごしてもらいたいと願っていました。

ただ、ここ富士の里で、沢山の仲間たちと毎日を過ごしたことは、

きっとダークにとってもプラスであったと願いたいです。

 

ダークの別れを惜しむ間もなく、

ボルゾイの譲渡が複数決まったりと、何か不思議な引力のようなものが、

ここ最近は、はたらいているように感じています。

さて、話題を変えますが、当協会の活動について、

現在抜本的にその在り方を見直し、再生を図っております。

 

そこで、当協会を応援して下さる皆様、犬たちのことを思って下さる皆様に、

協会の現状を知っていただきたく、可能な限り、ありのままに、ブログを書いています。

なぜ、このタイミングで！？

 

 

そこまで書くの！？

 

 

と思われる方もいらっしゃるかもしれません。

 

 

NPO法人は社会貢献を目的とし、多くの方からご寄付を頂いております。

その寄付金を主な活動資金とし、より良い活動につなげることが使命です。

 

しかし、そのお金が何に使われているのか？？

 

本当に活動を推進するにあたって、有効活用されているのか？？

 

疑心暗鬼になる方もいらっしゃると思います。

 

内閣府のホームページにて、NPOの活動実態はオープンにされています。

監事という役割の人間が、このように活動実態をオープンにすることは、

あまり一般的ではないかもしれませんが、あえて書きます。

 

それは当協会に限らず、NPOの活動をより透明性の高いものにしていきたいためです。

 

大変お恥かしい話しですが、私たちの協会も、

活動実態こそあるものの、資金の流れが不透明であったり、

ガバナンスがほとんど効かない状態でした。

 

前理事長時代の強烈なトップダウン、恐怖政治によって、

多くの犬たちが苦しみ、今もその苦しみは続いています。

 

残念ながら、前理事長はこの世にはいません。

 

犬たちの仇を討つために、責任を問い詰めることもできません。

 

今、私たちができることは、当時の実情を明らかにすること。

どこまでオープンにできるか分かりませんが、

可能な限り、包み隠さず支援者の皆様にお伝えすること。

 

そして何よりも

 

「犬たちを幸せにすること」

 

決して楽な道のりではありませんが、

ひとつひとつ解決していきます。

今日は、私が現在監事として明らかにしようとしていることを

 

３点お伝えします。

 

①前理事長時代の不明瞭な資金の流れを明らかにする

 

②①で明らかになった点について、訴訟も含めた然るべき対応策を考える

 

③未来に向けてより良い活動を推進するための組織づくりを行う

 

①については、現在最優先課題として、

経理に関する情報の洗い出し、関係者へのヒアリングを進めております。

次々と問題が明らかになっている状況で、

解決すべき課題の優先順位付けを行っている段階です。

後程、現在明らかになっている問題について少しお話しします。

 

②についてはまだ着手できていない状況です。

①で設定した優先課題から、早急に然るべき措置をとります。

 

③についても着実に進めております。

私たちが行ってきた「アニマルセラピー活動」を、今後どのように定義付けし、

何を実現していく組織にしていくのか、そもそもこの活動を推進することの価値含め、

見直しをかけている段階です。

いま言えることとしては、「犬をものとして扱わない」ということ。

当たり前のことかもしれませんが、ここについて再度言及し、

活動の在り方を見直していきます。

 

私は監事という立場ですので、

理事が公正かつ、誠実に活動を推進していくための

サポート役的な立場になってきます。

 

以上、やや抽象的ではありますが、現在実行していることです。

 

これらに加えて、組織全体で取り組むべき課題として、

 

「犬の数を適正数に減らすこと」

 

現在も50頭を超える犬たちが大和（神奈川）、三島（静岡）で生活をしています。

 

犬たちはみな本当に良い子で、

私たちも少ないスタッフではありますが、

毎日愛情いっぱいでお世話をしております。

私も富士の里のボランティアスタッフとして、

平日は活動を行っております。

 

前理事長時代に、営利目的に増やされてしまった犬たちは、

最も多い年で、200頭を超えていました。

全国に活動拠点を作り、海外にも広げていましたが、

活動実態がなく形だけの組織や、不当にお金を巻き上げて、

訴訟問題にも複数件発展しております。

理事会、社員総会の開催実態もなく、

お金の管理はブラックボックス。

巧妙なマネーロンダリング。

 

全てが耳を疑うことの連続で、

NPOという組織の在り方を完全に逸脱し、

個人商店のような経営を続けてきたことによる膿が、

どんどん溜まり続け、現在明るみに出てきたという状況です。

 

私もこの役割を担ってからは、

人間の欲深さ、弱さ、そして儚さを痛感し、

そんな人間に、ある意味生かされてきた動物は、

どのような思いで過ごしていたのか。

 

ひとのエゴをなくさない限り、

ひとと犬との共生は成り立たないとすら感じました。

 

汗水垂らして活動をし、啓発活動を行ってきたスタッフや、

この活動に期待をし、支援して下さった方々のご寄付が、

前理事長を中心に、常識を超える範囲外で私的に利用されていました。

 

過去には戻れません。

 

未来に向けて進むしかありませんが、

過去を過去のままでは終わらせません。

Hi,

 

This is Okumura, the auditor of the NPO Japan Animal Therapy Association.

 

It's another tough summer for the dogs who spend time outdoors, as the heat wave continues in Japan. 

 

I am currently working as a volunteer staff member at Fuji Dog Farm, and there has been so much going on in the past week.

 

 

I am very sorry to have to announce this, but

 

Dark, our lovely Saint Bernard has passed away at the age of 7.

 

After we lost "Vanilla" at the end of last month, it was too sudden to say goodbye to Dark.

 

The after-effects of vestibular disease had left him with a tilted head, but he was always cheerful, always close to others, always ready to eat a lot of food, and he was really doing well.

Being a very large dog, Saint Bernards do not have a long lifespan, but we wanted him to spend the rest of his life in a more comfortable place in his final days.

 

However, we hope that spending every day with many friends here at Fuji Dog Farm was a positive thing for Dark.

 

 

 

Right after the death of Dark, the handing over of the Borzois have been decided, and I feel that something like a strange attraction has been working in our favor recently.

Now, changing the topic, we are currently reviewing and revitalizing our association's activities.

 

 

 

I am therefore writing this blog as much as possible to let all of you, who support our association and those who think about our dogs, know about our current situation.

Why now?

 

To that extent?

 

Some of you may have questions like that.

 

 

Our goal as an NPO is to contribute to society, and we receive donations from many people.

 

Our mission is to use those donations to fund our activities and to make them better.

 

 

 

But what is that money being used for?

 

Is it really being used effectively in promoting our activities?

 

 

 

Some of you may be skeptical.

It may not be common for a person in the role of auditor to be open about his or her activities in this way.

However, we dare to write about it because we want to make the activities of NPOs, not only ours, more transparent.

 

 

I am ashamed to say that although our association had been conducting its activities, the flow of funds had not been clear and the governance had been almost ineffective.

 

 

Many dogs suffered and continue to suffer due to the strong top-down and dictatorship during the tenure of the former president.

 

Unfortunately, the former president is no longer with us in this world.

 

We cannot even hold him accountable to take avenge for the dogs.

 

What we can do now is to reveal what really happened at the time, and to tell our supporters as much as possible without hiding the facts.

 

We don’t know how much we can say openly, but we believe we have the duty to disclose everything.

 

 

And above all, we need to

 

"Make the dogs happy.”

 

It's not an easy way out by any means, but we will solve the problems one by one.

Today, I will try to clarify what I am currently trying to clarify as an auditor.

 

 

 

There are three points.

 

 

(1) Clarify the unclear flow of funds from the previous president’s time.

 

(2) Consider appropriate countermeasures, including litigation, for the points revealed in (1).

 

(3) Rebuild the organization to promote better activities for the future.

 

 

We put the first issue as the first priority, and now we are working to identify financial information through interviews with the people involved.

 

We are finding one problem after another, and in the process of prioritizing the issues that need to be resolved.

 

I will talk a little more about the issues that have been identified later.

 

 

As for issue (2), we have not yet been able to work on it yet.

 

We will take appropriate actions as soon as possible in accordance with the priorities we have set in (1).

 

 

We are making steady progress with regards to (3).

 

How will we define our "animal therapy activities" in the future?

 

What will the organization achieve?

 

We are in the process of reviewing these things by rethinking the value of promoting our activities.

 

One thing I can say now is that “we will not treat dogs as objects.”

 

 

That may sound obvious, but we will be reviewing the nature of our activities from this standpoint.

 

 

Since I am in the position of an auditor,

 

I have the duty to ensure that the members of the association promote their activities with fairness and integrity.

 

 

These are the things we are currently implementing, albeit somewhat abstractly.

 

 

In addition to these, there are a number of other issues that need to be addressed throughout the organization

 

 

“Reducing the number of dogs to a reasonable number.”

 

 

Is one of them.

 

 

Today, more than 50 dogs live in Yamato (Kanagawa prefecture) and Mishima (Shizuoka prefecture).

 

 

They are all good dogs, and we only have a limited amount of staff, but we take care of them with a lot of love and care every day.

 

 

As a volunteer staff member of Fuji Dog Farm, I am also actively taking care of the dogs on weekdays.

 

 

The number of dogs at JATA that were multiplied for commercial purposes during the previous president’s tenure was over 200, in the most prolific year.

 

The association had established a base of operations across the country, and we was expanding overseas.

 

Though among them, there were some that were just token organizations with no real activity, and some that took money unfairly and developed several lawsuit issues.

 

The board of directors and the general meeting of employees had not even been held.

 

Money management was a black box.

 

Clever money laundering was present.

 

It was in an unbelievable state.

 

A complete departure from what a non-profit organization should be.

 

 

After the years of accumulation of continuing to run the business like a private shop, the situation is now coming to light at last.

 

 

Since I took on this role as an auditor, I have noticed the greed, weakness, and fragility of human beings.

 

I cannot help but think how the animals that have been kept alive by such humans, spent their time.

 

 

Unless one's ego is eliminated, I feel that people and dogs cannot coexist in harmony.

 

 

The hard work of staff who sweated to raise awareness of JATA’s activities.
The donations from those who believed and supported the association.

 

These had been used for private purposes, outside of the bounds of common sense, by the former president.

 

 

We can't go back in the past, and we can only move forward into the future.

However, we will not let the past remain in the past.
