Widespread terrorism in Iraq really started in 2006, many of the former insurgents had left by that point as all the main movements had splintered. Some joined the police, others the military, and others simply resigned feeling they had been defeated.
Today people w/ a short memory call them all terrorists, but they forget that at one point they were just Iraqis defending Iraq.
Someone who died in 2004 keeping American tanks out of his neighborhood in Fallujah or Najaf is not a terrorist but a freedom fighter, Sunni or Shia.
