BJP got mere 8% of all of the Muslim votes in 2019. Shias alone account for ~20% of the total Muslim population of India. Assuming all these were Shias (which obviously isn't true), bulk of them still voted against BJP. Also, Khamenei voraciously supports Kashmiri independence.
