Australia

General Restrictions: The government has reduced international arrivals in Australia by half, following a surge in coronavirus disease (COVID-19) in Victoria. Officials say the reduction will cut seat availability by 4,000 weekly so authorities can focus on contact tracing and managing COVID-19 within the country. Canberra will also encourage states to make inbound passengers pay for quarantine.
Below passenger restrictions apply to Australian citizens, residents and immediate family. All other foreign nationals are still not allowed entry. There is currently no plan to reopen the borders to Australia and no date has been set. An entry ban for foreign nationals remains in effect. Permanent residents and long-term pass holders, as well as their immediate relatives, can enter the country. The government is requiring all returning passengers to undergo a mandatory 14-day quarantine at designated facilities. The Department of Foreign Affairs and Trade is maintaining its outbound international travel advisory for citizens at “Do Not Travel,” the highest level, and the country has banned most citizens from outbound travel. Citizens living in other countries, government officials on business, and workers at offshore facilities are exempt from the restriction. Exceptions are also in place for airline and maritime staff and crews for international cargo shipments.
The province of Victoria (home of Melbourne) is, still, as of mid-July, the hardest hit state in Australia. Now New South Wales province is having an outbreak as well. Some other Australian states are limiting visitors from Victoria and New South Wales. Authorities in states with border restrictions require all arriving travelers – including mainland Australian and Tasmanian residents – to self-quarantine for two weeks.
The federal government has diverted international flights from airports in Melbourne (MEL, AVV) per the Victoria government’s request due to concerns over quarantine capacity and effectiveness. Since July 1, officials have rerouted inbound flights to other states, effectively halting international flights into Melbourne. Incoming passengers will have to undergo quarantine before traveling to Victoria.
The state of New South Wales has closed their border with the state of Victoria beginning July 8th. Victoria residents traveling to New South Wales before the deadline will have to undergo self-quarantine for two weeks. New South Wales residents returning from Victoria will have to self-isolate for two weeks. Travelers violating the orders could receive fines of up to AUD 11,000 (USD 7,660) and face up to six months in jail.
Additional Information: Australian Citizen -will be permitted to enter the EU from July 1, when the external borders are officially scheduled to be reopened. Member States of the EU will gradually lift the temporary restriction on non-essential travel to the EU as from 1 July 2020. This will be evaluated every two weeks by the EU and, the list of third countries referred to will be reviewed, and as the case may be updated, by the Council, after close consultation with the Commission and the relevant EU agencies and services following an overall assessment based on the methodology, criteria and information
Passenger Restrictions: International arrivals. All passengers entering Australia are required to undertake their mandatory 14-day quarantine at designated facilities (for example, a hotel), in their port of arrival. Travelers will be transported directly to designated facilities after appropriate immigration, customs and enhanced health checks. Designated facilities will be determined by the relevant state or territory government and will ordinarily be in the city of entry where the traveler has cleared immigration, but facilities in other areas may be used if required.
International Departures. All Australian citizens and permanent residents will be prohibited for travel out of Australia unless exempted.
Exemptions apply the following travelers are exempt from the ‘outbound’ travel restrictions:
- Persons ordinarily resident in a country other than Australia
- Persons whose travel is associated with essential work at offshore facilities.
- Persons engaged in the day-to-day conduct of outbound and inbound freight.
- Persons travelling on official Government business and members of the Australian Defense Force (ADF)
- Airline and maritime crew and associated safety workers.
Domestic border restriction due to the Coronavirus is in place for non-essential travelers.
All non-essential travelers cannot travel interstate and must stay within their own home state.
Any travelers returning to their home state will be required to self-isolate/quarantine for 14 days. Essential travelers (e.g. healthcare, emergency, defense personnel, air and ship crew and essential freight workers) will not be required to self-isolate/quarantine and are permitted to travel.
Crew Restrictions: Airline crew (including medevac crew) are exempt from the travel restrictions provided the appropriate personal protective equipment is utilized during the journey and in public spaces (including airports), and the crewmember is not displaying any symptoms. This includes off-shift crew who are travelling as passengers on an aircraft to reposition at another location. The same process is to be followed for this cohort as on-shift crew.
Crew can rest at an airport or off-airport hotel.

Bangladesh

General Restrictions: Bangladesh resumed international commercial flight services June 16 with health and social distancing measures. Initial flights will serve Qatar and the UK. Flight services are likely to remain limited in the medium-term due to low demand, travel restrictions, and varied airline preparedness. (Scheduled commercial international flights to/from these countries will not be allowed to operate at any airport within Bangladesh: Bahrain, Bhutan, Hong Kong, India, Kuwait, Malaysia, Maldives, Nepal, Oman, Saudi Arabia, Sri Lanka, Singapore, Thailand, Turkey, UAE.)
Officials are repealing a ban on international commercial flights June 16; flights between Bangladesh and China, as well as cargo, medical, and humanitarian flights, will continue to operate. Visa-on-arrival services remain suspended until further notice. Authorities are requiring any foreign nationals arriving in Bangladesh to provide a medical certificate (with an English translation) within 72 hours of arrival, indicating that they do not have COVID-19 symptoms. Arriving passengers must self-isolate for 14 days after arrival. Officials will quarantine inbound travelers with a No Visa Required (NVR) certificate and without a medical certificate for 14 days. Once in country, all crew and passengers must wear mask, glove and practice social distancing in public.
Bangladesh announced that all citizens and foreigners exiting the country via flight – except children below the age of 10, holders of diplomatic, official, or international organizations’ passports, as well as foreigners who have stayed in Bangladesh for less than 14 days – must obtain medical certification from a government-approved facility confirming a negative coronavirus disease (COVID-19) test result. The rule will apply to Bangladeshi citizens from July 23, and foreigners from July 26.
Type of Flights Allowed:
CAA Bangladesh Approved Humanitarian / MEDEVAC / Repatriation Flights. Medevac flights are only allowed for outgoing patients. Cargo and other flights are subject to prior approval from the Ministry of Foreign Affairs.
Additionally, please note that any special flight would like to operate through a diplomatic channel (Ministry of Foreign Affairs) that can be well-taken care on the ground, as our CAA is not allowing any general category flight.
Authorities in Bangladesh have established new Red (high-risk) Zones in 18 districts as of June 26 due to rising coronavirus disease (COVID-19) activity. The affected locations include Bogra, Brahmanbaria, Chittagong, Chuadanga, Comilla, Cox’s Bazar, Faridapur, Habiganj, Jessore, Khulna, Kushtia, Madaripur, Magura, Manikganj, Moulvibazar, Munshiganj, Narayanganj, and Narsingdi districts. Authorities have not announced high-risk areas for the capital Dhaka. The government will enforce restrictions in red zones for 21 days to stem the spread of COVID-19 in high-risk areas.
The move is part of the government’s initiative to provide localized COVID-19 risk assessments and responses using a color-coded classification system. Authorities have not released information on the number or location of Yellow (moderate risk) Zones. The three tiers that comprise the system are as follows:
- Red (High-risk) Zone: defined as an area with 40 or more cases of COVID-19 per 100,000 people. Red Zones are subject to a complete ban on all nonemergency movement and nonessential business activity. Citizens must stay indoors; only emergency vehicles may enter or leave such zones. Essential goods such as food are delivered to homes by government agencies, while banking services are restricted to ATM machines. Cargo transit is permitted, albeit with limitations on routes and schedules.
- Yellow (Moderate-risk) Zone: defined as an area having between 3-39 cases per 100,000 people. Residents are allowed limited freedom of movement to perform essential tasks, such as purchase groceries. It remains unclear what degree of business activity may be allowed within yellow zones.
- Green (Low-risk) Zone: defined as an area reporting fewer than three cases per 100,000 people. Green zones have no movement restrictions in effect. Transport, commercial, and social activities generally permitted by the national government may continue.
International commercial flights resumed June 16. Visa-on-arrival services remain suspended until further notice. Authorities are requiring any foreign nationals arriving in Bangladesh to provide a polymerase chain reaction test result (with an English translation) within 72 hours of arrival, indicating that they have tested negative for COVID-19. Arriving passengers must self-isolate for 14 days after arrival. Officials will quarantine inbound travelers with a No Visa Required (NVR) certificate and without a medical certificate for 14 days.
Land border crossings remain closed for passenger transit, though trade is permitted.
Passenger Restrictions: Any travelers who have been in the EU or Iran since March 1 2020 are barred from entering the country UFN. Foreign nationals arriving in Bangladesh will be required to provide a medical certificate (with an English translation) no older than 72 hours on arrival, indicating that they do not have COVID-19 symptoms. Self-isolation for 14 days is still required after arrival. Persons arriving with a No Visa Required (NVR) certificate and without a medical certificate will be quarantined for 14 days. Persons with both documents will also be required to self-isolate for 14 days.
Crew Restrictions: Crew need to submit Medical / Health Certificates issued within 72 hours of Operation. Crew rest on the aircraft limited to a maximum of 2 hours. No Crew rest allowed at a hotel unless permitted by the Ministry of Foreign Affairs (would have to be arranged through diplomatic channels).
For the crew to be able to stay overnight, here are the things that would be required:
For technical flight over night stay is allowed by our CAA. For that operator needs to take permission from the ministry of foreign affairs (MOFA) through their relevant embassy. A new documents is needed for any operation in Bangladesh and that is crew layover plan.
The crew layover plan shall include as a minimum, but not limited to:
- a) the carriage of ‘COVID-19 Negative” medical certificate by the crew (obtained within 72 hours of the flight);
- b) arrangement of transports to the hotel (state how the seating arrangement will be planned to maintain physical distance);
- c) name of the hotel and address;
- d) arrangement for rooms (individual for each crew is appreciated);
- e) supply of food for the crew (supplied in the room is appreciated);
- f) movement plan of the crew outside the room/room (no movement outside room/hotel is appreciated);
- g) medical support for the crew (in case of necessity); procedures to be followed for personal protection (PPE or other arrangements);
- h) disinfection and sanitization arrangement for the crew;
- i) time and arrangement of transports from hotel to airport (state how the seating arrangement will be planned to maintain physical distance);
Tech Stop Details: Crew and Pax must stay onboard (For refueling and other ground services one of the crew can come out of the aircraft for coordination). Technical/refueling ops are allowed at any airports in Bangladesh. All ground services available.
Special Considerations: Aircraft sanitization certificate or declaration is mandatory for applying for the landing permit.

Brunei

General Restrictions: There is no restriction for the aircraft to operate into Brunei to drop Bruneian national. Please be informed that effective 24th March 2020, Brunei Government has restricted entry from all foreign nationals, including transit passengers until further notice as precautionary measure to prevent further importation of COVID-19 into Brunei.
Special consideration can be given by the Brunei National Immigration and Registration Department, however, subject to matter of interest to the country.
Passenger Restrictions: Until further notice, the government has banned Bruneian nationals from leaving the country, except for medical emergency or resuming studies. All people who are still able to enter Brunei, such as returning citizens, will need to isolate themselves at their place of residence for two weeks upon arrival. Other travelers will under a 14-day quarantine at designated facilities.
Crew: There is no issue for the crew to stay overnight after operating the flight to bring the Bruneian back to this country. However, during their stay in WBSB, all crews regardless of nationality, is required to self-isolate which mean that they are allow to stay overnight in WBSB but they must remain stay in the hotel room and refrain from any outside activities.
Tech Stop Details: No restrictions provided all Crew and Pax stay onboard. No restrictions on Crew resting in the aircraft during the tech stop.
Special Considerations: The Brunei National Immigration and Registration Department requested the handling agent (GLAMCO) to fill up the “Special Entry Application Form to Brunei Darussalam (Form B)” which can be obtained from the National Immigration and Registration Department website.
The supporting documents that required to be submitted along with the form are as follows;
- Valid copy of passport
- Latest exit/entry endorsement on passport
- Visa application (if required)
- Confirmed flight ticket to Brunei Darussalam and return (if relevant)
- Documents to support requirement to enter; and/or supporting documents from relevant agencies in Brunei Darussalam
The form applies to both crew and passengers arriving into Brunei and the application must be submitted at least 07 working days prior to the arrival.
Exceptions include: 1. Red Cross, 2. MEDEVAC, 3. Emergency, 4. Military, 5. Cargo Flights.

Cambodia
August 4, 2020
General Restrictions: Officials plan to suspend flights from Indonesia and Malaysia from Aug 1.
Cambodia has lifted entry restrictions for foreign nationals traveling from Iran, Italy, France, Germany, Spain, and the USA.
Passenger Restrictions: Foreign nationals intending to visit the country need to obtain a visa from a Cambodian diplomatic mission by submitting documentation of medical insurance worth at least USD 50,000 and a medical certificate from local health authorities stating they are free from COVID-19 within 72 hours of departure. Diplomatic and official visa holders are exempt from the requirements. Officials will test arriving passengers for COVID-19 and require all travelers to quarantine for 14 days if any passenger tests positive for the disease. Authorities will permit travelers who test negative to self-quarantine; inbound foreign nationals will have to pay a USD 3,000 deposit to cover the costs, including USD 100 for the COVID-19 testing and USD 30 for a certificate stating they do not carry the virus.
The foreign citizens are to provide documentation of medical insurance worth at least USD 50,000 along with the above mentioned test. The affected travelers are to obtain the health document within 72 hours before the date of the trip. The medical certificate and insurance requirements do not affect diplomatic and official visa holders, including employees of international non-government organizations.
Upon entering the Kingdom of Cambodia, all travelers, will be accompanied to a reception center for COVID-19 testing and will be asked to stay there until results arrive. If one or more travelers test positive, other accompanying Pax will be quarantined at government facilities for 14 days. If travelers test negative, they will be allowed to self-isolate for 14 days at their homes under the supervision of the local authorities and health officials. They are required to take a COVID-19 test on the 13th day of the self-isolation.
No visas will be issued on arrival to any foreigners.
Officials have allowed cross-border travel with Vietnam for non-tourism purposes to resume.
Air operators are not allowed to carry any Pax with a confirmed positive test of COVID-19 into the Kingdom of Cambodia. If ther is a case, the full responsibilities must rest that air operators to carry the Pax back to his/her original destination.
Crew Restrictions: Crew are exempt from the any entry quarantine restrictions. Crew rest is available at a hotel at the airport or on the aircraft.
Tech Stop Details: Restrictions do not apply to air operator’s crew. Allowed with Pax onboard, Crew and Pax may not leave the aircraft
Special Considerations: Air Operators are not allowed to carry any passenger with confirmed positive COVID-19 test. If they do, the operator is fully responsible for repatriating the passenger back to their original destination.

China (Mainland)

Restriction expiration: Until further notice
General Restrictions: A ban on all nonresident foreign nationals from entering the territory remains in place indefinitely. Travelers from Macau, Taiwan, and mainland China may enter Hong Kong, provided they have no recent travel history elsewhere. Several countries have imposed precautionary restrictions on travelers from Hong Kong.
In order to ensure healthy and safe international travel and mitigate the risks of cross-border transmission of COVID-19, passengers taking flights bound for China are required to present their negative results of COVID-19 nucleic acid tests before boarding. Specific arrangements are as follows:
- Chinese and foreign passengers on China-bound flights shall complete COVID-19 nucleic acid tests within 5 days before boarding. Tests shall be carried out in facilities designated or recognized by overseas Chinese Embassies or Consulates.
- Chinese passengers are required to take photos of and upload their negative results of COVID-19 nucleic acid tests using the international version of the health QR code mini program on WeChat.
- Foreign passengers should apply with the Chinese Embassies or Consulates for the Health Declaration Letter with negative test results of COVID-19.
- Relevant airlines are responsible for checking passengers’ health QR codes and Health Declaration Letter before boarding. Passengers will be denied boarding if they fail to meet relevant requirements. All airlines shall strictly follow the checking procedures.
- Passengers who provide false documents and information shall undertake corresponding legal liabilities.
- Chinese Embassies will carefully evaluate the nucleic acid testing capabilities of the countries of their residence and issue specific implementation measures as appropriate
Officials will also allow “fast track” entry for business travelers from South Korea to 10 Chinese locations from May 1, though flights are only operating to Shanghai and Liaoning, Shandong, Jiangsu, and Anhui provinces as of April 30. Business travelers testing negative will adhere to a pre-agreed itinerary and refrain from using public transport, except for private hire vehicles, for the first 14 days. The travelers will also have to download and use a health pass while in the country. Passengers must have an invitation from a Chinese business to qualify for entry. Approved travelers will have to undergo testing in South Korea within 72 hours of travel and undergo testing again during a one or two-day quarantine in China. Authorities are also allowing “fast track” entry for essential business travelers from Singapore to Guangdong, Jiangsu, and Zhejiang provinces and Chongqing, Shanghai, and Tianjin municipalities. Travelers must receive a special pass from an inviting institution, test negative for COVID-19 within 48 hours of their departure, and obtain a visa. Passengers will undergo COVID-19 testing again upon arrival in China and isolate at designated facilities until their results are available.
Guangdong Province has lifted quarantine requirements for travelers from Macau, provided they do not have any COVID-19 symptoms and have not traveled outside the territory in the previous two weeks. Macau residents must complete a nucleic acid test, convert to a Guangdong health code, and complete a health declaration form before entry. Guangdong authorities are requiring a negative COVID-19 test result for travelers from Hong Kong, as well as quarantine for 14 days, unless exempted.
If the flight plan is a regular business flight, the FLIGHT PLAN must be submitted TWO WORKING DAYS prior to the flight operation along with the CDC reception letter. Ferry flights can follow existing procedures for submitting flight plans. In addition, China is streamlining the process for Chinese and Foreign Airlines to gain the required approval to operate scheduled cargo flights. CAAC requires the Pax Manifest be included in the CDC letter to apply landing permit. CDC Letter instructions and example are available.
From 01 May, for Foreign Operators who are not holders of CCAR-129 Operation Specification, if the applicant operates more than 10 flights during 12 consecutive months in China, it will require not only the embassy letter, but also the following items:
Operation Specification:
1) Runway performance analysis for the destination airport and alternate airport;
2) Statement on flight crew having effective access to necessary operational documents (dispatch release, NOTAM, weather information, etc.)
3) Statement on having already submitted the application for initial CCAR-129 operation certification or Operation Specification revision.
In addition, during 30 calendar days counting from the date of the issuance of exemption for the 11th flight, the operator is still able to submit the application for other trips, but if over that time, operator must provide the CCAR-129 Operation Specification, otherwise CAAC won’t proceed the permit application.

Passenger Restrictions: Starting from 00:00 AM of 28Mar, only those who hold diplomatic, service, courtesy or C visas will be allowed entry to China mainland, regardless of the issue date of the visas. Other type of visa issued BEFORE 27Mar will be on the suspension of entry list. Those who obtain visas after 27 Mar, as Chinese embassies are still issuing visas for those who might need humanitarian needs, etc., can gain entry to China mainland regardless of their visa type.
Pax will be quarantined at the government-designated hotel for 14 days.
Officials require residents nationwide to wear masks in public areas. The use of color-coded health passes – most commonly via a mini-program in the WeChat mobile phone app – to track individual movement and access to businesses and long-distance transport. Health checks may be required to access public transport.
Crew Restrictions: Crew rest available on aircraft for a period no more than 5 hrs. Crew will be quarantined at the government-designated hotel for 14 days.
Tech Stop Details: Allowed, Crew/Pax may not leave the aircraft. Fuel, Lav, and water service is available.

- ZBAA: Governments of several provinces and municipalities, including Shanghai, are requiring any travelers from Beijing to undergo 14-day quarantines upon arrival. Officials require residents to wear masks in all public areas and temperature checks to use public transport. several provincial and municipality governments may continue to require travelers from Beijing to submit a negative COVID-19 test result within seven days of travel and/or undergo a 14-day quarantine upon arrival.

Fiji
August 2, 2020
General Restrictions: Authorities continue to implement restrictions nationwide as of July 15. Officials have reduced curfew hours to 2300-0400.
Due to COVID-19, International arrivals and departures are not permitted without special permission. 24 hours prior approval required from Ministry of Civil Aviation for state, medevac, repatriation, technical stops or cargo flights.
Authorities have called on Fijian nationals to suspend outbound travel. Inter-island transport has resumed, and Fiji Link (FJ) has restarted limited domestic flights.
Most foreign nationals have been effectively banned from entering the country. All arrivals are required to undergo a 14-day quarantine
Arrivals from Australia and New Zealand have the option of providing documentation verifying they spent 14 days in quarantine in their home country and tested negative for COVID-19 within 48 hours of departing for Fiji, which will allow them to avoid a strict quarantine but still remain separated from the general public.
Passenger Restrictions: As for foreign crew and passengers, a 28-day quarantine period applies. Fiji is now COVID-19 free.
Crew Restrictions: Special approval from CAA Fiji and Ministry of Health Fiji is now required for foreign crew/passengers to overnight at the nominated quarantine facility – Tanoa International Hotel (This is subject to case by case basis). The same applies for the purpose of Tourism.
Tech stop instructions: Allowed per approval of CAA, but all must stay on board the aircraft.
ICAO Specific Information:
- NFFN – Now operational 1800z-0800z. Special approval is required from CAA to operate beyond these times. Special approval is issued by CAA Fiji to operate into Fiji. All ground handling services including fuel is available. Repatriation, Medivac, Cargo and Fuel Stop flights are allowed into Fiji. Please refer to your Universal Team for additional specifics.
French Polynesia
August 2, 2020
General Restrictions: The government has reopened its borders to inbound international travelers from July 15.
Passengers are required to provide proof prior to boarding that they have taken a polymerase chain reaction (PCR) test and tested negative for COVID-19 in the last 72 hours. Travelers are also required to present a receipt of health registration of the Electronic Travel Information System (Etis.pf). Arriving passengers are required to test themselves four days after arrival, using testing kits provided to passengers as they disembark from the plane. If a passenger tests positive, they will have to report to a health center. Quarantine measures for arriving passengers are no longer mandatory.
After obtaining the negative test results, each adult must fill out a digital Sanitary entry form online on the dedicated platform (http://etis.pf) mainly agreeing to:
- Respect the prevention measures and all health safety instructions issued by the authorities of French Polynesia for the pre-boarding phase, during the flight, disembarkation and throughout the stay;
- Call the emergency health line at 40 455 000 in case of cough, fever or respiratory difficulty. If the traveler feels any sign of distress, they should dial “15” (emergency services);
- Submit to the health surveillance system established by the government of French Polynesia which, among other health protocols, mandates a self-test for the SARS-CoV-2 virus 4 days after arrival French Polynesia;
- Have travel insurance or personally assume all expenses related to cost of care including hospitalization, confinement, or repatriation, should the visitor fall ill during their stay;
- Provide information about the stay in French Polynesia (except for residents) : itinerary, inter-island transport, accommodation (e-mail contacts / telephone / dates of stay).
- The Sanitary entry form must be filled out online. Once the form is completed, a receipt with an ETIS number will be issued by email.
A printout of this receipt must be sent to FBO together with the test results in order to be able to board the flight to French Polynesia and both documents will need to be presented upon arrival at Tahiti Faa’a international airport. Last minute crew change will not be accepted or only if new crew have completed all requirements.
Passenger Restrictions: No quarantine currently required. No restrictions for US nationals or Aircraft coming from US.

Guam

General Restrictions: Officials have extended the public health emergency through at least Aug 29 due to rising COVID-19 activity.
Authorities continue to ban entry by individuals who traveled in mainland China within 14 days of arrival. All arriving visitors, regardless of their country of origin, are required to quarantine for up to 14-days. Officials are adjusting the length and location of quarantines for arriving passengers based on if they have traveled from a high-risk area. High-risk areas include several US states, some Asian countries, as well as other regions experiencing large caseloads. Travelers from lower-risk areas can self-quarantine. People coming from a high-risk area must have taken a polymerase chain reaction (PCR) test and tested negative for COVID-19 within 72 hours of arrival in order to self-quarantine, as opposed to being confined to a government facility. Quarantined arrivals have the option to take a PCR test and if they test negative, they will be eligible for an early release.
Crew only flights directly from Mainland China are allowed into PGUM. PGUM is accepting flights from Hong Kong, Macau, or Taiwan.
From July 24, authorities will allow travelers from low-risk locations, such as Taiwan, South Korea, Japan, Micronesia, Palau, and the Northern Mariana Islands, to enter the island without testing or quarantine requirements for visits shorter than five days.
Passenger Restrictions: Pax Layovers, Intended Resident, and Returning Residents are eligible for self-quarantine if they possess a valid PCR test completed within 7 days of arrival.
All Crew (staying longer than 24 hours) and all passengers staying on Guam must complete a Voluntary Self-Quarantine Letter, a Guam Health Declaration and will be subject to DPHSS screening BEFORE clearing CIQ.
COVID-19 Blood Testing is not accepted.
DPHSS COVID-19 Testing on Guam:
1) Nasal Swab testing is available, results in 3 days.
2) Blood testing is available, result expected within 5 days.

Crewmembers must sign a voluntary quarantine letter acknowledging they will be subject to DPHSS random inspections during their self-quarantine. Crewmembers may stay where they desire, for their duration of stay.
Crew Rest: Flight Crew, Dead Headers and Jump Seaters are not required to have a Health Certificate to crew rest at PGUM. However, all crewmembers must be listed on the General Declaration.
Those listed on the General Declaration must qualify as a Crew Members.
Those that do not qualify as a crew member, must be listed on a Passenger Manifest.
All passengers must possess a Health Certificate as stated below.
Tech Stop Details: PGUM is allowing fuel stops without health screening. Tech stops are allowed for refueling up to 1 hour. Crew are allowed off aircraft to complete visual checks and walk around. Passengers are not allowed off aircraft at all. If any passengers step off the aircraft, they will be subject to DPHSS screening, and must possess a Health Certificate. There are no exemptions to this rule. International Trash and Lavatory services are unavailable.
For Tech or Fuel stops, we are encouraged to avoid servicing the lavatory or accept international trash. Aircraft RONs can have those services. Transiting flights should cater through PGUM as catering is limited.

General restrictions: The government is maintaining a ban on all nonresident foreign nationals.
Travelers from Macau, Taiwan, and mainland China are exempt from restrictions provided they do not have a recent travel history elsewhere.
Arriving passengers must undergo mandatory 14-day quarantine upon entry into the territory.
Authorities have permitted some mainland Chinese teachers and students, as well as business people whose activities officials deem economically beneficial to the territory, to enter without having to undergo quarantine.
Hong Kong continues to restrict land border crossings with mainland China to the Shenzhen Bay checkpoint and along the Hong Kong-Zhuhai-Macau Bridge.
All non- Hong Kong Residents, who arrived from overseas country or territory in the past 14 days, will be refused entry into Hong Kong. Besides all persons arriving from Macao and Taiwan will be subject to compulsory quarantine for 14 days.
Hong Kong citizen or resident from Pakistan, India, Bangladesh, Nepal or South Africa, or have travel history to these countries in the past 14 days will have to undergo a 14 day quarantine at the government’s quarantine center. Other returning residents and citizens will have to undergo a 14 day compulsory quarantine at home or a designated place.
With effective from 25 Jul 2020, traveler who was in the specific countries as below for the past 14 days is required to provide additional documentation/ proofs before coming to Hong Kong:
The additional requirements for the above seven countries: 1. Certificate from laboratory with traveler’s ID and verify traveler tested negative within 72 hours before STD
2. Original laboratory report
3. Certificate from local government recognizing the laboratory
4. Hotel booking of 14 days in Hong Kong upon arrival (relevant travelers must be quarantined at “specified hotels”, but the list of hotels was to be confirmed. However, according to the latest update, we would like to clarify and confirm that although a list of hotels will still be provided as recommended by the Government for these relevant travelers, as long as the relevant travelers are able to present “confirmation in English or Chinese of room reservation in a hotel in Hong Kong for not less than 14 days starting on the day of the arrival”, the Airline is not required to check the name of the reserved hotel against the “list”. Nonetheless, in case the relevant travelers have not yet reserved any hotel room upon reaching the airline staff (while all other documentary proof for testing requirements have been fulfilled), please advise the relevant travelers to make reservation from the listed hotels and ensure to obtain documentary proof of confirmation before boarding (the concerned list of hotels can also be accessible at the thematic website above, or here Eng: https://www.coronavirus.gov.hk/pdf/inbound/hotels_en.pdf , Chi: https://www.coronavirus.gov.hk/pdf/inbound/hotels.pdf)

Hong Kong continues to restrict land border crossings with mainland China.
Passenger Restrictions: HK Resident (With HK Permanent ID Card/ HKSAR Passport / HK ID Card plus VISA indicating that person has a “valid stay” in HK)
Crew Restrictions: To facilitate positioning crew members of Business Jets Operators for exemption from quarantine when they travel as a passenger on commercial flights (not on General Declaration and uniform) from oversea countries/ territories, the following procedures are established with a standardized letter template:
- Flight Operator issues the letter with company letter head (template as attached) describing travel purpose and duty of the concerned crew
- Flight Operator sends email to HKBAC to get verification endorsement on the letter. After verification, a scanned copy of the letter would be sent to the Operator by email.
- Flight Operator provides that letter with verification by HKBAC to its concerned crew
- The concerned crew brings along the letter when travelling as passengers on commercial flight
- Upon landing Hong Kong, the crew approaches Crew Channel to obtain exemption from the Duty Immigration Officer before going through Immigration as passenger
REMARKS:
- HKBAC’s checking is only for the identity verification based on the information provided by the Operator. HKBAC does not hold any liability on the exemption approval process.
- Administration fee at HKD500 per endorsement would be applied and will be charged to the Operator which requests for the crew exemption letter.
- Validity of the letter for crew exemption will be 7 days from the commercial flight date.
- Although air crew can be exempted from the compulsory quarantine, the Department of Health (DH) will arrange Medical Surveillance for persons under the exempted categories of persons during their stay in Hong Kong. Exempted persons are subject to the temperature check and health declaration procedures carried out by DH.
With effect from 29JUL2020, in accordance with the risk level of respective exemption categories, the HKSAR Government will tighten the testing and quarantine arrangement for air crew as set out below:
Operator should provide each air crew a letter certifying whether he/she is a local or non-local based crew. (Template of Letter of Certification)
- Those without a letter indicating whether he/she is a local or non-local based crew will be treated as a non-local based crew
- The negative result of SAR-CO V-2 nucleic acid test must be done at an ISO15189-accredited laboratory or a laboratory recognized by the Government where the laboratory is located with the specimen collected within 48 hours prior to boarding the flight to Hong Kong for duty. The Operator should declare that on a letter of certification (Template). The air crew is required to present the test report and the letter of certification issued by the operator to staff of DH when he/she enters HK.
Testing restrictions-
Non-local (Non Hong Kong based) crew:
Scenario I (Pre-departure test 2 at origin is conducted within 48 hours prior to boarding the flight to HK with negative result)
Post- arrival (After arrived HK) test at TSCC is required for saliva sample submission but no need to wait for the result there
Scenario II (NO Pre-departure test at origin is conducted)
Post- arrival (After arrived HK) test at TSCC is required for saliva sample submission AND need to wait for the result there
Local (Hong Kong based) crew:
Pre-departure test at origin is NOT required
Post- arrival (After arrived HK) test at TSCC is required for saliva sample submission but no need to wait for the result there
Self-isolation restrictions-
Non-local (Non Hong Kong based) crew:
Crew must self-isolate at hotel room until departure from Hong Kong on their next flight
Local (Hong Kong based) crew:
Crew must self-isolate for 48 hours or until the next flight, whichever is earlier

ICAO Specific Information: Instructions from Airport Authority Hong Kong regarding the resumption of Transit/Transfer Operations at HKIA
Air-air Transit/Transfer of passengers by business jet at Hong Kong International Airport (VHHH/HKG) have resumed with effect from 1 June 2020. Aircraft operators/agents are asked to implement precautionary measures for passengers and staff including:
- All passengers arriving in Hong Kong shall have gone through body temperature screening before boarding the flight at the out port. Passengers with body temperature above normal shall not be allowed boarding.
- All passengers shall have undertaken health declarations before boarding. Please refer to the attached for sample questions of the health declaration.
- Aircraft operators/agents shall only accept check-in and boarding of transfer passengers who will be accepted for entry at their final destination. Since non-Hong Kong residents will not be permitted to enter into Hong Kong, it is important for aircraft operators/agents to strictly follow this measure to avoid any passengers being stranded at HKIA.
- Announcement(s) shall be made to update passengers of the latest arrangements for arrival and transfer/transit at HKIA.
- Measures shall be implemented to prevent the spread of virus, for examples, by requiring passengers to wear masks/face covering and provide sanitizers for passengers’ use.
- All passengers shall be reminded of the requirement to wear facemasks covering the nose and mouth upon arrival and at all times during their transfer/transit at HKIA.
- All passengers shall be reminded to rub their hands with sanitizers and disinfect their shoes on sanitizing mats upon disembarkation at the arrival gate.
- All transfer/transit passengers should proceed to the aircraft directly to minimize the time spent at other areas.
- Aircraft operators/agents should make necessary arrangement to segregate the seating and boarding of transfer/transit passengers from passengers departing from HKIA as far as practicable.
As of April 8, all asymptomatic inbound travelers arriving at the Hong Kong International Airport (HKIA) will be subject to the following process* at the Passenger Terminal Building (Terminal 1 at HKIA for commercial flight) and the Asia World Expo (AWE, an Exhibition Centre next to the airport):
- i) Health Checking by Port Health officer
- ii) Immigration clearance
iii) Customs clearance on hand-carry baggage
- iv) Submission of deep throat saliva samples
After the above mentioned i – iii process at The Passenger Terminal, travelers are required to take shuttle bus to the AWE to collect their deep throat saliva samples in accordance with the instructions and submit the samples to the DH personnel on duty at the venue for conducting testing for COVID-19. Afterwards, they have to go to their accommodation for the compulsory quarantine as soon as possible by their own means.
HKBAC staff and security officer will escort passengers / crew members from aircraft to the Passenger Terminal Building. All incurred charge will be billed to aircraft invoice, you may contact our Customer Service team for the quotation.
The entire process will be required to take around 2.5-3 hours; there is no fast queue for any individual. -Only hand carry baggage would be allowed to be carried along with the passenger to the Passenger Terminal Building. All checked baggage would be cleared by Customs at HKBAC, and to be collected by the passenger or his/her authorized person at HKBAC
From April 22 onwards, all asymptomatic inbound travelers arriving at the Hong Kong International Airport (HKIA) will be mandated to wait for test results at a designated location after collecting their deep throat saliva samples for conducting testing for COVID-19 at the Department of Health (DH)’s Temporary Specimen Collection Centre (TSCC) at Asia World-Expo (AWE) under the Prevention and Control of Disease Ordinance (Cap. 599).
After the implementation of the new testing arrangement, passengers arriving by flights in 0400L-1200L will stay at the TSCC to wait for test results after collecting their deep throat saliva samples there. They will receive the test results on the same day. As the test results for passengers arriving in 1201L-0359L will not be available on the same day, they will be taken to the DH Holding Centre for Test Result (HCTR) in the Regal Oriental Hotel by coaches arranged by the DH to wait for their test results.
***Please be reminded the actual holding point of test result is subject to the decision of DH’s Officer on site***
The aircraft handling agent / aircraft operator MUST take full responsibility to arrange onward GA/BA flights for any crew member(s) or passenger(s) who is / are being refused entry into Hong Kong. Please be reminded to make necessary arrangement to accommodate the concerned travelers by your aircraft as temporary staging before the onward departure as no facility is available at the apron for travelers to use under this situation. Taking commercial flights to leave Hong Kong is NOT permitted, as the person in questions cannot be transferred to the Passenger Terminal for commercial flights.
Tech Stops: Tech stop flight with/without passenger is allowed. For all tech stop flights, no CIQ service will be arranged. Passengers must remain onboard; crew could leave the cabin for performing flight work. Since crew could not leave airside, crew should rest on the aircraft.
Special Considerations:
Parking at VHHH has been tight due to the Covid-19 crisis. There have been occurrences in which HKCAD/ HKIA airport has rejected parking applications, even for quick turnaround with less than 6 hrs. on the ground. When no passengers list is provided, they consider it as ferry in/out and reject the application. As an attempt to avoid this, send passenger list to HKBAC when requesting ground handling.
Hong Kong Business Aviation Center will now have security screenings for outbound flights.

India

Restriction expiration: August 31, 2020
General Restrictions: Most international passenger travel remains effectively banned through at least July 31, with some exceptions for the repatriation of Indian citizens and foreign nationals stranded in India, business travelers other than those with B-3 sporting visas, and OCI cardholders and their relatives. Family members of those in India with diplomatic, official, or UN/international organization visas are also permitted to enter India. Mentioned travelers must approach Indian consulates for new visas, regardless of previous visa status; they may enter the country via nonscheduled flights due to an ongoing ban on commercial international passenger flights through July 31. Authorities have suspended visa issuance and canceled previously issued visas of all other international travelers – except diplomatic, official, UN/international organizations, employment, and project visas.
Arriving passengers are required to undergo self-paid quarantine for 14 days; asymptomatic travelers will quarantine at a designated facility for seven days and at home for the next seven days, while symptomatic travelers will quarantine at a medical facility.
Authorities in several southern India regions (including Andhra Pradesh, Karnataka, Kerala, Puducherry, Tamil Nadu, Telangana states ) plan to impose strict restrictions on nonessential activity in areas with a significant number of coronavirus disease (COVID-19) cases from July 14. Officials in Bihar State have suspended nonessential activity July 16-31, as part of its revised coronavirus disease (COVID-19) restrictions; West Bengal State will extend similar measures in high-risk districts through July 31. As of July 20, most other east Indian states are maintaining COVID-19 measures.
Other nationwide measures continue. Authorities require people to wear masks in public, practice social distancing measures, and follow the nightly 2200-0500 curfew.
All arriving crew and pax are required to fill out Self Health Declaration in duplicate and must hand one copy to both the Health and the Immigration Counter.
Crew Restrictions: Currently crew rest is allowed only at VIDP in transit hotel for maximum duration of 24 hours for which visas are not required.
Passenger Restrictions: There are new quarantine rules in India. Here’s how they work. From August 8, all passengers must quarantine in a state facility for 7 days, before spending a second week in self-isolation. However, you can apply to spend the entire period in self isolation if you have a “compelling reason” or submit a negative PCR Covid test that is less than 96 hours (4 days old). It’s not guaranteed, and you need to apply at least 72 hours in advance, by using the online portal at www.newdelhiairport.in. You will be notified if you have been approved.
Tech Stop Information: Possible with Pax onboard; no one may leave the aircraft.
Special Considerations: If a client does intend to operate a flight to India before July 31, 2020 for the purpose of evacuation, fuel stop or crew rest, the client will have to seek a special approval from their respective consulate general / embassy in India.

VABB – FBO services are not available for International Arrival and Departure. Everyone must clear from normal Pax Terminal T2.

Indonesia
August 4, 2020
General Restrictions: Foreigners are still prohibited from entering or transiting within territory of Indonesia. A nationwide public health emergency declaration remains in effect until further notice.
Exempt: Indonesian Nationals, Holders of Temporary Stay Permit and Permanent Stay Permit, Holders of Diplomatic Visa or Official Visa, Holders of Diplomatic Stay Permit and Official Stay Permit, Aid workers, Medical aid or Food for Humanitarian support, crew members, foreign expert workers.
Pax and crew should have no travel history in the last 14 days from China (People’s Rep.), France, Germany, Iran, Italy, Korea (Rep.), Spain, Switzerland, United Kingdom and Vatican City (Holy See).
Authorities continue to ban foreign nationals from entering and transiting the country, with exemptions for permanent residents, diplomats, and transport workers. Officials are requiring inbound passengers to produce documents stating they are free from COVID-19; travelers without the certificates will undergo tests upon arrival in Indonesia and be isolated in government-designated premises until test results are released. Arrivals will also have to download the PeduliLindungi contact tracing application. Symptomatic passengers will undergo quarantine at government-designated facilities. Authorities will advise all inbound passengers to self-quarantine for two weeks. Authorities are also requiring planes and public land transport to operate with 70 percent of their capacity.
Officials are also requiring individuals leaving Indonesia to produce certificates that they do not carry COVID-19. Sometimes, officials are requiring intercity land and sea travelers to produce COVID-19 tests to stem the spread of the virus. Indonesia’s central and regional governments have sometimes provided conflicting information on COVID-19 restrictions in recent weeks; changes to measures may occur at short notice.
Passenger Restrictions: Any one that enters must quarantine for 14 days and present a health certificate issued by health authorities from respective countries. Please ensure passenger does not exceed their stay permit or they may extend their visa to ensure no issues upon passport clearance on departure day.
Crew: Crew are allowed to proceed to their hotel for crew rest once they have been cleared by the airport health authority. Customs and immigration clearance will be done inside the General Aviation Terminal. Health Certificate is required for crew issued within 7 days of arrival. GENDEC also required with stay permitted for 6 days. Their passport also must have minimum 6 months validity from date of arrival.
Tech Stop Details: Full aircraft services are available. Crew and Pax can leave the aircraft. No Visa On Arrival facility, pax/crew should obtained Indonesia visa from the nearest embassy/consulate prior DOF.
Special Considerations: Yes, full service is available, fuel service will be by national fuel provider PT Pertamina, and we can provide lav/water service upon crew request. Catering service with halal food can be arranged, we normally request 24 hours prior departure time order confirmation to ensure all order are available. Crew also may have the meal/catering arranged with their hotel.

Japan

Restriction expiration: August 31, 2020
General Restrictions: An entry ban on foreign nationals with a travel history to more than a 146 countries, including Russia, the US, China, South Korea, Singapore, Australia, New Zealand, and all of Europe, within 14 days of arrival remains in place. The country list was last updated on the 22nd of July.
Japan will begin allowing foreigners with residence permits from banned countries to enter from 05 August 2020. Until now, those residents who left Japan prior to border restrictions have effectively been locked out. Eligible travellers need to obtain a ‘re-entry confirmation letter’ from a Japanese consulate and submit evidence of negative Covid PCR test taken within 72 hours of their flight. The new rules do not apply to anyone who left Japan after border restrictions were introduced, or who now want to leave temporarily. All arrivng passengers will be tested again and must isolate for 14 days and use a tracking app. Japan has otherwise banned foreigners from 140 countries. Limited exemptions exist for travellers from Vietnam and Thailand with professional skills.
All persons who are exempt from the no-entry restrictions listed below arriving from any country will be quarantined at the location designated by a quarantine station chief for 14 days and will refrain from using public transportation. All persons who have stayed in the countries listed below must also take PCR test as well in accordance with the strengthened quarantine measure.
Japanese Citizens-will be permitted to enter the EU from July 1, when the external borders are officially scheduled to be reopened. Member States of the EU will gradually lift the temporary restriction on non-essential travel to the EU as from 1 July 2020. This will be evaluated every two weeks by the EU and, the list of third countries referred to will be reviewed, and as the case may be updated, by the Council, after close consultation with the Commission and the relevant EU agencies and services following an overall assessment based on the methodology, criteria and information.
Japan has renewed and decided to extend the boarder restrictions until the end of August, however period may also be extended later.
Passenger Restrictions: Due to the spread of coronavirus infections, the range of foreigners who are not permitted to enter Japan was expanded, effective 21 July 2020 as follows:
Foreigners who have passports issued by Hubei Province and Zhejiang Province in the People’s Republic of China.
Note the following countries will be effective from 24 July, as a part of the Immigrations Control and Refugee Recognition Act, any foreign national who has stayed in these areas within the past 14 days, unless there are special circumstances, shall be refused entry: Uzbekistan, Kenya, Comoros, Republic of Congo, Sierra Leone, Suriname, Sudan, Somalia, Namibia, Nepal, Paraguay, Palestine, Venezuela, Botswana, Madagascar, Libya, and Liberia

Entrants who have been to the listed countries within 14 days prior to arrival in Japan must be conducted PCR tests upon arrival and self-quarantined for 14 days in accordance with the strengthened Quarantine measure.
Connecting to commercial flight from private jet is possible; however, please make sure that passengers do not have any check-in luggage for the commercial flight (and are able to online check by themselves) so that they are able to directly transit to their connecting flight without clearing CIQ.
Foreign nationals are only authorized to make connecting international flights through Japan at NRT. The government requires travelers entering the country, including Japanese citizens, to quarantine for 14 days; isolation may take place at a designated facility or at home. Individuals under quarantine orders must refrain from using public transportation. Officials also require all passengers arriving from specified areas to undergo polymerase chain reaction (PCR) testing, which involves medical personnel taking a nasopharyngeal swab, upon arrival. Authorities could expand such policies to cover additional areas at short notice.
From 19 Jun there will be no limitation on domestic travel inside Japan.
Japan Prime Minister is in talks to make exceptions to the entry ban for Australia, New Zealand, Thailand and Vietnam. More details and dates are to be announced as available.
Crew Restrictions: It is possible that the Crew could be exempt from restrictions; however, exemptions are based on an interview process that takes place with an Immigration Officer. However, Immigration officers cannot guarantee or confirm in advance that crew can enter Japan or not.
Immigration officers will need to interview the crew and inspect their travel history, confirmed outbound flight etc. upon arrival. Then the Chief Immigration officer will decide permission to enter or not. It would take some time, possibly a few hours. PCR test is also required. If approved to enter the country, Crew can stay at a hotel, but must self-quarantine for the length of stay at the hotel. Crew may rest on board without clearing CIQ. However it cannot be confirmed in advance. We must inform CIQ well with detailed schedule/crew information. Will U.S. relief crew be permitted to arrive commercially into Japan (to depart with the aircraft and arrival crew back to the U.S.)?
Above restriction will be applied to all people regardless of whether he/she is crew or passenger. However, they do not need to stay for 14 days if they have confirmed outbound flight. They can leave at their earliest schedule. At this moment there are no specific documents that enable crew to enter in Japan. US test for COVID-19 is not effective as a proof in Japan unfortunately.

Kazakhstan

General Restrictions: Kazakhstan’s borders remain closed to most foreign nationals; entry is not allowed, except for returning Kazakh citizens, diplomats, those invited by the government, direct-family members of Kazakhstani citizens, residency permit holders, some employees of designated companies in critical industries, and citizens of those countries with which Kazakhstan has resumed direct flights (Georgia, China, South Korea, Japan, Thailand, and Turkey). Kazakh citizens are prohibited from leaving the country. The resumption of further flights will be carried out in phases to prevent a rapid rise in COVID-19 cases. No further restrictions on international flights are planned at this stage.
Each flight is coordinated on an individual basis depending on the status of the pax, pax number, airport of departure and the traveling history of the pax. While in country, must wear mask and gloves and practice social distancing.
Regional health authorities will reimpose hard lockdown measures in the North Kazakhstan Region July 24-27 and July 31-Aug. 3, due to a significant increase in coronavirus disease (COVID-19) infections. National authorities continue to maintain restrictions on inter-provincial travel. Inter-provincial bus services are suspended, though domestic flights and rail services continue. Public transport operators will continue to run limited commuter and regional services under reduced hours of operation. Access to several major cities, including Nur-Sultan and Almaty, remains restricted. Kazakhstan has resumed international flights to several countries, including Turkey, China, South Korea, Thailand, Georgia, and Japan. The resumption of further flights will be carried out in phases to prevent a rapid rise in COVID-19 cases. No further restrictions on international flights are planned at this stage. Passenger Restrictions: Individuals entering Kazakhstan from abroad will be held for two days for laboratory testing. Please be advised that governmental authorities (Sanitary Inspection) do not recognize COVID-19 testing conducted outside of Kazakhstan to be valid on arrival.
Quarantine includes 48 hours at a government-mandated facility, then 12 days home isolation in case of a negative test.
U.S. citizens seeking entry or reentry to Kazakhstan prior to November 1, 2020 will require a valid visa. Those applying for a visa will be required to submit a medical certificate — dated no more than 48 hours prior to the date of application — confirming they are not infected with COVID-19. Kyrgyzstan

General Restrictions: All international flights are closed to all inbound international flights. The following flights are not affected – aircraft in state of emergency, cargo flights, tech stops, humanitarian/medevac/repatriation flights. Authorities require that travelers undergo health screenings, including temperature checks, prior to boarding transport. Passengers are also required to fill in a contact tracing form.
Passenger Restrictions: All nonresident foreign nationals remain indefinitely barred from entering the country via all ports of entry, including overland border crossings and airports. Kyrgyz citizens and foreign nationals can leave the country. Freight traffic remains unrestricted. All passengers could be put in quarantine facility or hotel for 14 days. Affected countries include, but are not limited to, Belgium, France, Germany, Italy, Iran, Norway, South Korea, Spain, Sweden, Switzerland, the Netherlands, the UK, and the US.
Crew Restrictions: All crew regardless of their nationalities can stay by using GD for 7 days (as an operating crew). However the approval of letting the crew to stay for overnight with the possibility of going to the hotel or to leave the aircraft (crew or pax) as well to approve the landing permit is given only by the government and not by the local aviation authorities. Crew do not have quarantine requirements.

Laos
August 4, 2020
Restriction expiration: August 31, 2020.
General Restrictions: Authorities have suspended international passenger travel until further notice to stem the spread of coronavirus disease (COVID-19). Inbound travel restrictions are in effect through at least August 31. The government will allow foreigners already in the country to depart, while citizens can travel overseas for urgent reasons, such as essential government duties or medical purposes. Incoming passengers are required to isolate for two weeks at government-designated facilities; authorities may allow diplomats, employees of international organizations, and their family members to self-quarantine at their residence.Officials are allowing cross-border movement of goods, as long as transport workers comply with government regulations.
Visa issuance for all countries have been suspended until further notice; only persons who intend to visit Laos for non-tourism purposes can obtain visas by submitting relevant documents, including a health declaration form to Lao diplomatic missions. Officials require overseas Lao workers returning to the country to undergo self-quarantine for two weeks. The government could expand restrictions in the coming weeks, particularly if COVID-19 activity increases in-country. Any request to operate to Laos will need to be made in writing to the chief of secretariat of the central COVID-19 taskforce of Laos.
Travellers outbound from Laos will have to obtain a medical certificate from a designated hospital stating they are free from COVID-19.
Restrictions include: Suspension of all International Commercial of schedule and non-schedule of Pax flights to Lao PDR 02 to 30 June except for Cargo Flights, Humanitarian Relief and Diplomatic Flights, Repatriation (if approved by the Ministry of Affairs), Emergency Landing, Tech Stop for refueling with no disembarkation. No crew rest will be allowed.
Health Restrictions:
- All crew and passengers must undergo medical checkup for COVID-19 by RT-PCR to get a certificate of health from the country of origin no more than 72 hours prior to travel.

Macau
August 4, 2020
General Restrictions: No foreign nationals are allowed to enter the country.
New restrictions for outbound travellers: Operators/handling agents should inform in advance to their passengers that they must in possession of a negative test for the new coronavirus nucleic acid done during the last 7 days by the Macau SAR government designated institution before boarding an aircraft. If the crew stay on board the aircraft during the stop (since foreign nationals are still prohibited entry) then they will not be subject to this requirement.
Passenger Restrictions: All arrivals must have a nucleic acid test certificate proving a negative test for COVID-19 within the past 7 days.
For Macau Residents:
- Macau residents arriving from mainland China – Entry is allowed. No quarantine is required.
- Macau residents who visited foreign countries, Hong Kong or Taiwan in the past 14 days – Entry is allowed but a 14 day quarantine is required.
For Non-Macau residents:
- Who are residents of mainland China, Hong Kong or Taiwan:
- Who visited foreign countries in the past 14 days – Entry is prohibited.
- Who visited Hong Kong and Taiwan in the past 14 days – Entry is allowed, quarantine for 14 days is required.
- Who arrive from mainland China – entry is allowed, no quarantine is required.

For departing from Macau, all passengers must present the nucleic acid certificate proving tested negative for COVID-19 within the past 7 days before boarding.To be considered valid, the test result must have been issued in the previous seven-day period and has to be included in the certified Macau Health Code.
The government continues to ban most foreign nationals from entering the territory. Macau residents and travelers from Hong Kong, Taiwan, and areas of mainland China can still enter the special administrative region provided they have not traveled to other countries within 14 days. Individuals arriving from mainland China, Hong Kong, or Taiwan are subject to health questionnaires and screenings. Additionally, travelers from these locations that have visited “high-risk” countries, including the Schengen Area, the UK, the US, Australia, South Korea, and Japan, within 14 days of arrival must undergo mandatory quarantine at designated hotels.
Passengers seeking to travel to Macao should be reminded promptly that they are required to take a nucleic acid test for COVID- 19 in advance at the local health authorities, and they must test negative in order to be allowed boarding. Passengers intending to take the flight are required to present the COVJ.D-19 nucleic acid test report issued by a local medical institution within 7 days, and are subject to temperature check; only passengers tested negative may proceed to departure. Individuals with fever or positive test result, as well as those who fail to present the required test report, should be denied boarding.

Malaysia

General Restrictions: Malaysian authorities will impose transport and business restrictions in areas of Sarawak State starting Aug. 1-14 due to coronavirus disease (COVID-19) activity. Officials will ban travel between Zone 1, comprising Kuching, Serian, and Samarahan districts, and Zone 2, comprising Sri Aman, Betong, Sarikei, Kapit, Mukah, Bintulu, Miri, and Limbang districts. Authorities shall require people to acquire permission from the police if they want to travel between the two zones. Officials will reduce the number of flights from the rest of Malaysia to Sarawak for the two-week period. Authorities will also limit business operating hours in Zone 1 districts between 0600-2200; Authorities will also require all nonresident Malaysians arriving in the state from Aug. 1 to wear wristbands for the duration of their stay.
- Interstate travel in Malaysia will be allowed starting from 10 June 2020.
- Full ban – overseas travel for Malaysians. Those returning from overseas must undergo health screening and compulsory quarantine for 14 days in designated quarantine centre/hotel.

Maldives
August 1, 2020
General Restrictions: All international airports in the Maldives opened for international travel from 15 July 2020. Emirates, Qatar Airways, Sri Lankan Airlines, Etihad and Alitalia are expected to restart operations. Foreigners with bookings at any individual resort can obtain a 30-day on-arrival visa; asymptomatic travelers require no mandatory testing or quarantine. Maldives is maintaining limited domestic coronavirus disease (COVID-19) restrictions under the extended state of public health emergency through Aug. 7. A shortened daily curfew 2300-0500 will continue in the capital, Male.
As of July 15, authorities have removed previously imposed visa and entry restrictions for all foreigners. Inbound foreign travelers must reserve accommodation at one resort, where they are to spend their time in Maldives outside of sites such as eateries and tourist spots approved by the Ministry of Tourism. Maldivian authorities require no health certification or test results; however, individual airlines may require these for boarding. There is no mandatory quarantine for asymptomatic travelers. Officials may modify regulations based on a passenger’s nationality and travel history, and authorities could rescind resumption of international travel at short notice. Only foreign tourists in transit can check into hotels or guesthouses in the Greater Male urban area; others must stay in resorts, where officials may enforce temporary movement and exit restrictions in the event of confirmed or suspected COVID-19 cases.

Departure Requirements: It is the responsibility of the passenger and crew to fulfill the health requirements for the country of departure. Passenger must carry), the required test results with them when arriving at the departure check-in counter.
All departure passengers and crew must report to the COVID- l9 hotline: | 676, if they are having any of the following symptoms, within 24hrs of their departure time:
Fever, sore throat runny nose, cough, or breathing difficulties.
They must verify with the COVID- l9 hotline if they need to cancel their current booking.
All departure passengers/crew must complete the online Health Declaration form for departure. The Health Declaration form for departure must be filled before the time of departure but not exceed 24hrs before the time of departure.
The above requirements in this apply to all international airlines, aircraft operators operating to and from Maldives and relevant airport authorities in the Maldives.
Passenger Restrictions: Tourists travelling to the Maldives will be provided visa on arrival. Tourists must have a hotel reservation confirmation for the entire stay in a registered tourist facility.
All arrival passengers should complete their online Health Declaration Forms before arrival (but not exceed 24 hours before arrival time).
Mongolia
August 4, 2020
General Restrictions: An effective ban on most foreign nationals remains in place. The government has arranged charter flights to and from Seoul, Tokyo, Istanbul, Frankfurt, Tokyo, Prague, Seattle, and Sydney through Aug. 27, primarily to facilitate repatriations of stranded travelers. Only pregnant women, senior citizens, parents with children, and those with health complications can enter the country.
- Passengers are not allowed to enter Mongolia until 31 July.
- This does not apply to nationals of Mongolia.
- This does not apply to residents of Mongolia who are direct family members of a national of Mongolia.
- Nationals of Mongolia will be placed in quarantine for 21 days.
- Residents of Mongolia who are direct family members of a national of Mongolia will be placed in quarantine for 14 days.
The government has effectively banned international travel. Border closures are ongoing with Russia and China, though some commercial transport is occurring. Commercial flights connecting Mongolia with Russia, Kazakhstan, China, Japan, South Korea, and Turkey remain suspended. Authorities are placing arriving Mongolian citizens under a 14-day quarantine at their own expense.

Myanmar
August 4, 2020
Restriction expiration: August 31, 2020
General Restrictions: Officials have stopped all international flight, except for relief or cargo flights at least through July 31 and banned foreign nationals from entering through land border checkpoints. The Ministry of Foreign Affairs has also suspended visa issuance and visa-free travel to the country UFN. Diplomats, UN Officials, and aircraft crew are exempt from Visa Restrictions. All operators operating relief flights to Myanmar must ensure that temperature screening and observation of COVID-19 symptoms are conducted on all passengers before boarding.
Authorities are allowing business trips for essential sectors, such as oil, gas, and power, from mainland China and Japan as of July 29 in a so-called fast lane arrangement. Personnel will have to obtain a medical document stating they do not carry COVID-19 within 36 hours of boarding Myanmar-bound flights, and will also have to undergo COVID-19 tests upon arriving in Myanmar and after completing five days of quarantine at designated facilities. Officials said they plan to add more countries to the fast lane scheme in the coming months.
All Permits must be obtained diplomatically through MOFA. DCA cannot issue permits at this time and is only providing assistance on a procedural basis.
Passenger Restrictions: No foreign nationals allowed. Officials will require returning Myanmar citizens and incoming foreigners with some exceptions to undergo a 21-day quarantine at government facilities and a subsequent one-week self-isolation. Authorities are allowing diplomats and resident UN officials to self-quarantine at their residence for two weeks.
Foreigners entering the country for business purposes, such as construction projects, will self-quarantine for seven days in the country of origin, before undergoing seven days of isolation at government-designated facilities upon arrival in Myanmar and seven days of self-quarantine at home. Businesspeople also have to obtain a document stating they are free from COVID-19 prior to the trip.
Prior to boarding the aircraft in route to Myanmar, passengers need to have temperature screening.
While in country, all must wear masks and practice social distancing.
Crew Restrictions: Crew must have Myanmar Visa prior to arrival in country by any means. Crew may rest at an off-airport hotel nominated by COVID Committee.
Tech Stop Specifics: Possible with Pax onboard; pax may only leave the aircraft with prior authorization. All normal services are available.
New Zealand
August 2, 2020
Restriction expiration: Until further notice.
General Restrictions: As of July 7th, New Zealand is restricting entry to the country for residents and citizens due to limited capacity at coronavirus disease (COVID-19) quarantine facilities.The government has agreed with national carrier Air New Zealand (NZ) to limit new bookings for returning residents through at least July 28 and is reportedly working with other airlines to reduce passenger volume. Authorities will allow passengers with booked flights to enter the country, provided there is available capacity; however, airlines could rebook some passengers. Borders remain closed for all countries until further notice.
Additional Information: New Zealand Citizens-will be permitted to enter the EU from July 1, when the external borders are officially scheduled to be reopened. Member States of the EU will gradually lift the temporary restriction on non-essential travel to the EU as from 1 July 2020. This will be evaluated every two weeks by the EU and, the list of third countries referred to will be reviewed, and as the case may be updated, by the Council, after close consultation with the Commission and the relevant EU agencies and services following an overall assessment based on the methodology, criteria and information.
Passenger Restrictions: New Zealand continues to ban all foreign nationals from entering the country. The measure includes citizens of Pacific nations, who were previously excluded from travel restrictions; however, exceptions will continue for citizens from the region and other foreign nationals for humanitarian reasons. Resident Australian citizens, permanent residents, and resident visa holders with valid travel conditions, as well as their immediate family members, are exempt from entry restrictions. Staff are conducting health screenings of all incoming passengers. Officials will require inbound passengers to remain at government-designated facilities for 14 days. Authorities announced they will test arriving Pax twice during the 14 day period. All arriving Pax will have to clear CIQ at International Terminal.
Currently New Zealand is working on a new traveler’s payment scheme regarding the cost of quarantine stays-expect the complete guidelines in the following week.
Travelers required to contribute towards their managed isolation hotel stay will pay $3100 per room and $950 for each extra adult and $475 per child.
But there will be mechanisms to allow charges to be waived in full or in part
The decision will mean a managed isolation and quarantine (MIQ) charge for:
- People who leave New Zealand after the legislation comes into effect; or
- People who are visiting New Zealand temporarily. Some travelers exempt from paying
Diplomats, refugees, deportees and people travelling to attend the sentencing of the Christchurch mosque gunman.
The Government said the charge didn’t impede the New Zealanders’ right to come home because:
- People are not charged any more than the actual and reasonable costs of MIQ,
- Fees can be waived in cases of financial hardship,
- No upfront payment would be required, and
- There will be flexibility in how people could pay.
Crew Restrictions: Crew can rest at an airport or off-airport hotels, Starting Friday, 29 May, arriving aircrew are required to take a Health Assessment upon arrival. The aircrew will complete a COVID-19 Crew Health Form on arrival (in addition to the Crew Declaration Card already completed). This will ensure there is a record of the health check. For those crew who live outside New Zealand the name of their accommodation will need to be provided on the Form. This form should be retained by the health assessors in case the information is required at a later date.
New Zealand has some specific requirements for crews entering New Zealand including, but not limited to:
- Aircrew must wear masks and gloves when moving through the airport (or terminal) and to and from the hotel or training facility.
- Aircrew required to self-isolate in the hotel.
- Trips outside the hotel or training facility are not permitted.
- Food must be sourced within the hotel or training facility, or delivered to the crew in the hotel or training facility.
- Aircrew may not congregate with any other aircrew or hotel guests or trainees
- Aircrew are not permitted to use the hotel gym, pool, other recreational or communal areas.

Pakistan
July 31, 2020
General restrictions: The Government of Pakistan has authorized international passenger and charter flights to / from all international airports of Pakistan except Gwadar and Turbat airport in accordance with restrictions/limitations for scheduled international flight operations as approved by the competent authority. Slot timings as decided by the authority shall be strictly followed with sufficient separation between arrival / departures to ensure compliance with health protocols.
Cargo, special and diplomatic flights shall continue to be authorized as per procedure in-vogue. However, authorizations granted exclusively for outbound international passenger flight operation shall cease with effect from June 24. All airlines / operators shall be required to adhere to the applicable respective standard operating procedures issued from time to time. Officials are extending the validity of visas for foreign nationals in the country through Aug. 31. Any incoming travelers to the country, including Pakistani nationals, must self-isolate for two weeks if asymptomatic. Symptomatic passengers are mandated to undergo testing and a 14-day quarantine at home, paid accommodation, or in a medical facility, based on health assessments.

Palau

General Restrictions: Palau has restricted all flights coming from Mainland China, Macau and Hong Kong within the last 14 days. Also all passengers or crew who have traveled through these countries. No foreign nationals are allowed to enter the country. Only returning Palauan citizens are allowed to return home. PTRO borders remains closed until further notice.
There is also a mandatory 14 day quarantine for crew and passengers arriving on flight accepted by Palau Govt. The crew quarantine is only required for the length of stay.
Tech Stop: Tech stop is not possible with passengers on board.
Papua New Guinea
August 3, 2020
General restrictions: Papua New Guinea has very strict restrictions on entry into the country. Only citizens and permanent residents are currently being allowed into the country. As of 24 July Papua New Guinea authorities have instituted a mandatory requirement for all people to wear face masks in Port Moresby. If the requirement is not followed, there may be a possibility of fines or additional actions yet to be determined by the authorities. Domestic flights from Port Moresby are banned and public transport services are suspended in the region. An overnight curfew is in effect from 2200-0500.
All people arriving into Papua New Guinea (citizens and visitors) will be subject to a mandatory 14 day quarantine in a government approved facility or hotel.
Information required to apply for admission to Papua New Guinea:

- Intended travel itinerary in Papua New Guinea
- Proof of full 14 day payment at an authorized hotel.

Papua New Guinea requiring all international arrivals to be cleared first at AYPY airport.
As of the 23rd of June, Papua New Guinea is requiring travelers to take a test for COVID-19 within 07 days before entry. Passengers are no longer required to obtain written approval from the National Pandemic Controller’s Office as of 24 July for domestic travel. However it is still required for international travel. The measures primarily impact Papua New Guinea nationals and permanent residents, as most foreign nationals remain banned from entering the country.

Staff at Jackson International Airport (AYPY) are using thermal scanners to monitor patients for possible symptoms. Immigration and customs officials also require health declarations and travel history information before allowing passengers into the country. Passengers must cover own expense and show receipt of payment for the 14 day quarantine to the authorities prior to arrival. Papua New Guinea are requiring arriving travelers to have tested negative for a COVID-19 test within seven days before travel. Authorities in Papua New Guinea have suspended inbound commercial passenger flights to the Autonomous Region of Bougainville through at least Aug. 13.

PASSENGER RESTRICTIONS
ALL ARRIVING AND DEPARTING REQUIRED UNDERGO MANDATORY PCR TESTING AND QUARANTINE
All passengers arriving and departing in the Philippines are required to undergo COVID-19 RT-PCR test as well as quarantine procedures in approved facilities while waiting the results of their tests. In line with this procedure, the payment for the cost of accommodation in approved quarantine areas will be in accordance with following:
- Overseas Filipino Workers (OFW) – will pay the costs of quarantine facilities by the Overseas Workers Welfare Administration (OWWA)
- Overseas Filipinos (OFs) returning home and Foreigners – will have to shoulder their own expenses in quarantine facilities
- Note: Passengers will also be encouraged to fill out the Case Investigation Form prior to arrival in the airport in order to expedite airport procedures.
Crew restrictions: The latest COVID19 update specifically in Manila/RPLL and Clark/RPLC location. All operating crews are permitted to overnight and exempted from the COVID test within 24 hours only.
After 24 hours all crew is required to undergo the COVID test. Still, crew exempted for 14 days quarantine period and advice to stay at the hotel while waiting for the result as these are new authority’s requirements/guidelines for the crew and a passenger taking a commercial flight.

Inbound Intl Scheduled Commercial Flights will be allowed on Tue, Wed, Fri, Sat and Sun provided they secure approval from CAAP 48 hrs before scheduled departure from airport of origin for the necessary slotting and rescheduling of flights in order to subscribe to the 400 passengers per day capacity of NAIA.
As of July 14th, the Navotas neighborhood of Metro Manilla has the strictest COVID-19 restrictions in the country.

RPVM / Mactan-Cebu International Airport:
Because this airport is in an area greatly affected by COVID-19, they have the strictest restrictions:
As of 11 July 2020, all international commercial flights remain suspended at MCIA(Mactan-Cebu International Airport). The following arrival protocols are applicable to passengers arriving via international sweeper or repatriation flights, or rerouted flights from Manila due to quarantine processing limitations.
1.Required online passenger registration: All international passengers arriving at MCIA starting July 15, 2020 are required to register using the online MCIA Passenger Arrival Registration Form at least two (2) days prior to departure. The form is accessible through https://mactancebuairport.com/covid-19-registration. A Travel Registration Number (TRN) will be generated once registration is complete.
1.1 All passengers arriving before July 15, 2020 must follow the manual process of filling out the forms upon check-in at their port of origin.
- Upon check-in at port of origin, all international passengers travelling to MCIA must present the following documentary requirements:

2.2. Valid visa with proof of filiation or marriage, if applicable

- All passengers shall undergo a COVID-19 PCR swab test upon arrival at MCIA and must have confirmed hotel accommodation in Cebu for a specific number of days while waiting for their test result. The cost of PCR swab test for returning non-OFW Filipinos and foreign nationals is PhP4,900.00, shouldered by the passenger. Cost of PCR swab test for land-based OFWs and seafarers is Php4,400.00 and shall be shouldered by OWWA(Overseas Workers Welfare Administration).
- Procedures upon arrival at MCIA
Step 1. Upon arrival at MCIA, present your TRN (generated after registering through the online MCIA Passenger Arrival Registration Form) at the Validation Counter and claim your barcode for identification and swab testing.
Step 2. Proceed to thermal scanning by the Bureau of Quarantine (BOQ) and submit the Health Declaration Form (HDF).
Step 3. Proceed to Immigration for clearance.
Step 4. Proceed to the following counters at the Arrival Reclaim Hall:
- For OFWs: OWWA counter.
- For returning non-OFW Filipinos and foreign nationals: Cashier counter for PCR swab test payment. (PHP and Visa card are accepted. For other currencies, proceed to the foreign exchange counter at the arrivals area.)
- For other inquiries: DOH, OWWA, MARINA, DOT, and DILG counters
Step 5. Proceed to the waiting area for the PCR swab test.
Step 6. Submit the barcode to the health personnel and undergo PCR swab test. Once the test has been completed, wear the orange band/sticker on your right wrist to indicate completion.
Step 7. Claim your baggage at the assigned reclaim belt.
Step 8. Proceed to waiting area and wait for a representative from the respective agencies for Customs clearance:

Accredited hotel liaison officers for returning non-OFW Filipinos and foreign nationals
Step 9. Proceed to Customs for clearance.
Step 10. Proceed to your designated vehicle with your respective agency representative for hotel drop-off.
Step 11. Wait for the results of your PCR swab test from the BOQ to be released after 24-48 hours.
- If the PCR swab test result is negative, the passenger will receive an email from the Bureau of Quarantine (BOQ). The LGU may bring the passenger to their residence in Cebu or they may be allowed to go home through their private vehicle. If the passenger is not based in Cebu, they may take their onward flight.
- If PCR swab test result is positive, BOQ will be directly in touch with the passenger for specific instructions. The passenger must comply with mandated health, safety, and treatment protocols of the DOH and BOQ. Please refer to your Universal Team for additional specifics.
Singapore
August 4, 2020
General restrictions:Singapore has implemented additional precautionary measures to further protect Singaporeans and reduce the risk of community transmission from imported cases of COVID-19. Most foreign nationals remain banned from entering the country. Authorities have halted entry for most short-term visa holders, including work pass holders and their dependents, except for those providing essential services. Long-term visit pass and student pass holders must apply for government approval before traveling to Singapore. All arrivals must submit an online health declaration up to three days before entering the country. From Aug. 11, incoming travelers from these locations will have to use electronic monitoring devices to ensure they remain inside their residence; children 12 years old and younger are exempt from the measure. Other arriving passengers, except Singapore citizens and permanent residents, are liable for quarantine costs. A COVID-19 test and negative results are required before release from SHN facilities. All travelers (residents and visitors, crew and passengers) must submit an electronic Health Declaration Card before entering Singapore. - 1.1 SHORT-TERM VISITORS
From 23 March 2020, 2359 hours, all short-term visitors (from anywhere in the world) will not be allowed to enter Singapore or transit through Singapore. All long-term visit pass and student pass holders will need to apply for government approval before traveling to Singapore.
1.2 RETURNING SINGAPOREANS, PERMANENT RESIDENTS AND LONG TERM PASS HOLDERS (FROM SELECTED COUNTRIES)
From 19 July 2020, 2359hrs, travellers, entering Singapore and have recent travel history, including transit, to Victoria (Australia); Japan; and Hong Kong within the last 14 days will be issued a 14-day Stay Home Notice (SHN) in Government-designated facilities instead of their own place of residence. They will also need to undergo a COVID-19 test before they end their SHN as is the current requirement.
From 17 June 2020, 2359 hours, all travellers entering Singapore and who had remained in the following countries/regions in the last consecutive 14 days prior to entry, will no longer have to serve their SHN at dedicated SHN facilities:
Australia (excluding Victoria State), Brunei Darussalam, Germany, Macao SAR, Mainland China, New Zealand, Republic of Korea, Taiwan and Vietnam
- Singapore Citizens, Permanent Residents and Long Term Pass holders (with valid entry approval) may serve their 14-day SHN at their place of residence.

Singapore and China has agreed to create a Fast Lane to facilitate essential business and official travel between both countries. The Fast Lane arrangement will be first applied between Singapore and six Chinese provinces and municipalities:
Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang
What is SafeTravel Pass?
The SafeTravel Pass is a mandatory document for inbound travelers from approved countries/regions seeking to make essential business and official travel to Singapore under Green/ Fast Lane arrangements.
The traveler will undergo the COVID-19 PCR test upon arrival in Singapore, at own cost.
Universal Singapore will require the following valid documents to facilitate a smooth arrival handling
- Valid SafeTravel Pass for the intended week of travel;
- Valid Visa (for visa-required passport holders);
- Certificate of COVID-19 PCR negative test result (test taken within 48 hours prior to departure)
- Departure arrangements from Singapore following completion of visit; and

For crew with departure schedule within 14 days, SHN at Crowne Plaza. Crew out within 14-day SHN period allowed. (Swab test before crewing out is not required)
For returning crew without departure schedule, crew are to declare as passengers to ICA on arrival. Passengers SHN procedure applies (refer to point 1.2-1.3). Crew will be required to serve full 14-days SHN either at dedicated SHN facilities or residence, depending on last port of origin. South Korea

General Restrictions: Pax from all countries can enter South Korea with a VISA. Nationals from the USA, UK, Ireland and Mexico do not require a VISA. Authorities have halted visas for foreign nationals from Pakistan and Bangladesh following imported cases from those countries. Officials have halted visa-free and visa-waiver programs with countries that have entry bans for South Korean citizens. The restriction impacts travelers from 90 countries, including Australia, Canada, and most European nations. Officials are testing all arriving travelers from the USA and Europe.
Restrictions may vary by airport.
All International Pax flight must go to RKSI to test for COVID-19 (Private/Business jet can still use RKSS)Ferry and Tech Stops may travel directly to every airport in the country. A 14-day self quarantine requirement remains in place for all international travelers, regardless of testing outcomes.
Protective face coverings must be worn to access public transport, including buses, taxis, and subway trains, as well as domestic and international airline services. Face coverings are also required in order to enter businesses that remain open.
Passenger Restrictions: All passengers must now have a COVID-19 test on arrival. All passengers entering South Korea will be quarantined for 14 days at a government facility or home. Exempt from Quarantine are A-1 Dips, A-2 Official Duties, A-3 Visa holders. Exemptions are limited and also only issued for business, humanitarian, and academic reasons and require prior approval. Korean government will ban the entry into Korea of any foreigners who have visited Hubei Province in China within the past two weeks. Chinese nationals must now obtain a visa to travel to Jeju Island. TWOV is available except departing from mainland China (exceptions apply). Holders of a Hubei Province issued passport are restricted.
All passengers coming from all countries are required to fill out Travel Record Declaration and should stay in the government-designated quarantine for 14-days at their own expense (about $100 per day). All passengers will be tested during the quarantine process. During 14 days quarantine, if passenger want to depart from S.Korea, he/she will release from government facility and he/she have to leave from S.Korea.
All passengers are required COVID 19 test and to quarantine for 14 days
– Korean nationals/foreign nationals of long-term stay : will be quarantined at registered address and be tested within 3 days at local county
– ALL foreign nationals of short-term visit : will be quarantined at designated facilities with own expense and be tested within 3 days at airport or facility

Transit Pax do not require quarantine procedures.
Transit Restrictions:
- Transit is allowed with 24 hours from arrival time.
- Pax who is a national of Thailand, Mongolia, and Russia are not allowed to transfer in Korea.
- Authorities will increase visa and entry restrictions for passengers traveling from Pakistan and Bangladesh starting 23 June.
Passengers who are holding a passport that has been issued by Hubei Province, Republic of China are not permitted to enter South Korea. All passengers who have visited Hubei province within 14 days from the arrival date are not permitted to enter South Korea. All passengers(except for Korean) who depart from Bangladesh, Pakistan, Kazakhstan and Kyrgyzstan shouldn’t depart if they cannot submit confirmation documents proving their PCR test turns negative. Confirmation issued within 48 hours from departure is only accepted. If passengers don’t have the documents or issue is over 48 hours, immigration to S.Korea is rejected. Regulations on isolation at a governmental facility is separately applied. These restrictions are not applicable to crews. Passengers who are not eligible for visa waiver of Korea are not permitted to transit in Korea if traveling from China. Visa exemption entry will be restricted for passport holders of Japan and visas previously issued will no longer be in effect (excludes those who are Alien Registration Holders or F-4 Holders) Visa exemption entry to JEJU island will be temporarily suspended.

Additional Information: South Korea Citizens-will be permitted to enter the EU from July 1, when the external borders are officially scheduled to be reopened. Member States of the EU will gradually lift the temporary restriction on non-essential travel to the EU as from 1 July 2020. This will be evaluated every two weeks by the EU and, the list of third countries referred to will be reviewed, and as the case may be updated, by the Council, after close consultation with the Commission and the relevant EU agencies and services following an overall assessment based on the methodology, criteria and information.
Crew Restrictions: All Crews do not require quarantine and visas. Crews do not require COVID-19 tests. Crew can rest on the aircraft (without clearing customs), at an airport hotel or at an off-airport hotel.
Tech Stop Specifics: Stop with Pax allowed; Crew and Pax may leave aircraft. Some services are unavailable as CIQ requires 24 hour advance notice to schedule service. Handler recommends RKSI as best option for crew rest, tech stop and pax transit.
Special Considerations: Covid 19 tests take 8 hours, so if passengers arrive in the morning they will stay in the airport until they receive their results. For passengers arriving in the afternoon they will go to a government facility and wait for the result overnight until they are available in the morning.
If the mx crewmember arrives via commercial flight, they will be seen as a passenger unless they have an exemption letter from the Korean embassy in the US. Without the exemption, they will be viewed as a passenger and will have to undergo the Covid 19 tests and 14 days quarantine with all the other passengers. They will also NOT be able to access the aircraft to perform any maintenance during the 14 days.
If the mx crew member arrives on the commercial flight with the exemption letter in hand he will have to undergo the Covid 19 test with the other passengers, but will be released after the results are obtained. After that he can stay at the hotel outside the airport and can also access the aircraft with UBJET staff escort during his stay
If the mx crew member arrives on his company plane as a crew member, they will be able to stay at the hotel outside the airport and will not be under quarantine or subject to Covid 19 tests. They will also be able to access the aircraft to perform mx with UBJET staff escort.
ICAO Specific Information: Due to many commercial aircraft staying on the ground, overnight parking is limited at RKSI, hangar space at RKSS, and quick turnaround parking at RKSS and RKPC. If a trip is planned to these locations, please coordinate with handler to secure parking space.
All international flights for RKPC and RKPK have to fly to RKSI or RKSS Aircraft will fly to RKPC or RKPK by ferry and depart by international flight.
Sri Lanka

Restriction expiration: August 31, 2020.
General Restrictions: Sri Lanka is currently open for Ambulance, Repatriation & Fuel stops only. Authorities have indefinitely deferred plans to allow entry to foreigners from Aug. 1, due to new local COVID-19 cases.
Passenger Restrictions: As of July 15, Sri Lankan authorities continue to modify restrictions imposed to halt the spread of coronavirus disease (COVID-19). School operations and tuition classes – which briefly resumed July 1 – are suspended until further notice due to new COVID-19 cases. Officials lifted the nationwide 0000-0400 daily curfew June 28, though they continue to ban social gatherings and entertainment venues. Additionally, the use of masks in public remains mandatory.
Authorities have stopped issuing all visa types, including electronic, landing, multiple-entry, and residential, indefinitely; previously issued visas, including residential permits, remain suspended. Foreign nationals with diplomatic, official, and service passports are exempt from the controls. Diplomatic personnel permitted to enter Sri Lanka must submit a COVID-19 polymerase chain reaction (PCR) test result taken within 72 hours of departure, or undergo a PCR test upon arrival. Foreigners who are already in Sri Lanka may apply to extend the validity of their visas. Officials are indefinitely deferring earlier plans to allow entry to foreigners from Aug. 1, due to new local COVID-19 cases.
Inbound commercial passenger flights remain suspended indefinitely. Bandaranaike International Airport (CMB) continues to serve cargo transport, emergency repatriation, passenger transit, and international departures. All international services at Jaffna International Airport (JAF), Sri Lanka’s only other functional international airport, remain suspended.
Crew Transit/Rest Conditions-Requirements:
- It is mandatory that a ‘Corona free medical certificate’ in respect of each crew member operating the flight is to be sent to the Civil Aviation Authority of Sri Lanka (CAASL) prior to leaving your point of origin. A scanned copy of such e-mailed would suffice.
- The Crew shall carry with them the original certificate to VCBI and produce that at the mandatory health inspection carried out at the airport by the health authorities.
- At the entry, and until they exit from Sri Lanka, the crew is required to adhere to the following procedures detailed by the Quarantine Unit – Ministry of Health Sri Lanka:
- Technical and cabin crew should follow the procedures and hygienic measures adopted by the Sri Lankan government.
- Crew should undergo thermal scanning at the airport.
- Crew should hand over the filled health declaration form to the airport health office. After the necessary health clearance, the crew will be permitted to enter Sri Lanka.
- Crew is strictly instructed to self-quarantine at the location mentioned in the health declaration form and have meals only through in-room dining until they operate the next flight out of the airport to their planned destinations as per the strict instructions given by the Ministry of Health and Civil Aviation Authority of Sri Lanka.
- Crew should wear a mask when entering the airport and when in contact with others inside the country.
- Each crew member should maintain a distance of at least 01(one) meter from others.
- Crew should practice hand hygienic measures.
- Crew should be transported by an identified vehicle. In addition, vehicle cleaning measures should be carried out by relevant agencies.
- Crew members who indicate any symptom of COVID-19 or are in contact with a COVID-19 positive person should inform the Health Authorities of Sri Lanka immediately.
- VCBI – Open for Cargo, Transport, Passenger Transit, and International Departures. Foreign Air Crew layovers will only be at a hotel in close proximity to VCBI and shall maintain self-quarantine at the respective hotel.

Taiwan

Restriction expiration: Until further notice
General Restrictions: Travel for tourism and social visits remains banned. Officials will require people allowed into Taiwan to present a negative reverse transcription-polymerase chain reaction (RT-PCR) COVID-19 test within 72hrs of their departing flight.
International travelers can apply for entry for medical care; the measure does not include aesthetic procedures and health checks.
Taiwan’s Central Epidemic Command Center (CECC) has further eased entry requirements for select foreign nationals as of July 10, amid an extended period of no community coronavirus disease (COVID-19) transmission. Officials will allow foreign nationals possessing an Alien Resident Certificate (ARC) and Hong Kong and Macau citizens with residence permits to enter the island without a negative COVID-19 test. Authorities have also expanded its list of low- and medium-risk countries and territories. As of July 10, the CECC has designated Australia, Bhutan, Brunei, Cambodia, Fiji, Hong Kong, Laos, Macau, Mongolia, New Zealand, Palau, Thailand, and Vietnam as low risk and Malaysia, Japan, Singapore, South Korea, and Sri Lanka as medium-to-low risk.
Authorities have also marginally eased quarantine restrictions. The CECC no longer requires travelers from Wuhan, mainland China, to isolate in government-operated facilities. Returning travelers from the city can opt for self-isolation at home or hotels. Officials will allow people in self-isolation or quarantine to apply to leave for up to two hours every other day for compassionate reasons, such as to attend or plan a relative’s funeral or to visit a severely ill relative. The option is only available if the returning traveler has been in isolation for at least five days, asymptomatic, and pays for a COVID-19 test before leaving isolation.
Restrictions to citizens and non-citizens entering Taiwan (updated July 4th):
For Taiwan Nationals:
Departing from any international port are eligible to enter Taiwan. After entering, will have to home quarantine for 14 days.
For Mainland Chinese:
Holders of Taiwan Alien Residence Certificate as a spouse of a Taiwan national are eligible to enter Taiwan. After entering, will have to home quarantine for 14 days.
All others are not eligible to enter Taiwan
For Hong Kong/Macau Residents:
For holder of entry permit to Republic of China, may enter Taiwan for special humanitarian reasons or emergency situations OR to fulfill business contractual obligations or as past of internal transfers within multinational enterprises. Before boarding, must show a certificate of a negative COVID-19 RT-PCR test within 72 hours of flight. After entry, must home quarantine for 14 days
For holders of Taiwan Alien Residence Certificate as either a spouse or child of a Taiwan national OR for entry for commercial and trade exchanges are eligible to enter Taiwan. After entry, will have to home quarantine for 14 days
All others are not eligible to enter Taiwan
For remaining Foreign Nationals:
Taiwan ARC holders are eligible to enter Taiwan. After entry, must home quarantine for 14 days.
Non Taiwan ARC holders who are foreign nationals may apply to enter Taiwan for reasons other than tourism and regular social visits are, after approval, are allowed to enter Taiwan. Before boarding, must provide a certificate of a negative COVID-19 RT-PCR test within 72 hours of flight. After entry, must home quarantine for 14 days.
For the purposes of entry of tourism and regular social visits are NOT eligible to enter Taiwan.

An entry ban for many foreign nationals also remains in place; however, exceptions are in place for foreign residents, diplomats, and business travelers executing contracts. Health officials continue intensified screenings for arriving passengers. Authorities are using thermal scanners at points of entry to monitor inbound passengers and will conduct a swab test for passengers who display respiratory symptoms or fever. All arriving passengers, regardless of nationality or residency, must self-quarantine for 14 days. Passengers bound for Taiwan who do not accurately report their travel history could face fines from NT$100,000 (approx. $3400 USD) up to NT$ 1,000,000 (approx $33,500 USD).
According to National Immigration Agency Republic of China (Taiwan) and Taiwan CDC, if crew/passengers have special permit to entry Taiwan, Home Quarantine Notice are required to fill up upon arrival, and home quarantine 14 days are also required.
U.S. crew and passengers are permitted into Taiwan and require a 14-day quarantine. Shortened quarantine is not applied to people from the U.S., regardless of intended duration of stay – a full 14-day quarantine is required. Tech Stop Details: Allowed with Crew able to leave the aircraft for refueling, but not Pax. All services available normally. RCSS, RCTP, RCMQ and RCKH airports are allowing tech stops.
ICAO Specific Information: Parking space at RCTP is limited and not to mention during the time under COVID-19 impact. RCTP requires slot and which is very difficult to obtain. Usually, RCTP is used for GA flights only if the location favors passenger, tech landing and/or during RCSS curfew. RCSS is located in the center of Taipei and the operating hour is 2200-1500UTC, daily. We suggest you to consider RCSS iso RCTP.

This measure applies to business people from mainland China, Hong Kong, Japan, Singapore, and South Korea, students, foreign spouses of Thai nationals and work permit holders, and medical tourists, among others. Before entering Thailand, all people must contact nearest Thai Embassy first. Diplomats, transport workers, and work permit holders can continue to enter Thailand. Work permit holders need to obtain permission at the nearest Thai embassies, undergo health screenings, and purchase health insurance covering COVID-19 treatment. Foreigners who can enter Thailand will undergo 14-day quarantine at government-designated facilities upon arrival, with a possible exception for businesspeople. While authorities may exempt the business people who can reenter Thailand from the two-week isolation requirement, they will need to comply with other health protocols, including taking COVID-19 tests before the trip and upon arrival in Thailand, adhering to a pre-agreed itinerary, and commuting only with private cars.
Conditions for Aircraft Permission to Enter Thailand issued on 29 June B.E. 2563 (2020)

In order to provide a guideline for those involved and ensure the consistency with Regulation Issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) (No. 12) issued on 30 June B.E. 2563 (2020) and Order of the Centre for the Administration of the Situation due to the Outbreak of the Communicable Disease Coronavirus 2019 (COVID-19) No. 7/2563 Re : Guidelines based on Regulations Issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) (No. 6) issued on 30 June B.E. 2563 (2020), by virtue of Section 27 and 28 of the Air Navigation Act B.E. 2497, the Director General of the Civil Aviation Authority of Thailand hereby issues the notification as follows:
- The Notification of the Civil Aviation Authority of Thailand on Conditions for Aircraft Permission to Enter Thailand issued on 29 June B.E. 2563 (2020) shall be abolished.
- Aircraft carrying persons shall be banned from entering into the airport in Thailand unless it falls with any of the following categories:
(1) State or military aircraft
(2) Emergency landing flights
(3) Technical landing flights without disembarkation
(4) Humanitarian aid, medical and relief flights
(5) Repatriation flights
(6) Cargo flights
(7) Passenger flights carrying the persons permitted to enter Thailand as
prescribed in 3.
- The entry into Thailand of the persons of any of the following types, by aircraft, shall be permitted, provided that they comply with the conditions, time limits and rules of the authorized persons under the Thai immigration law, communicable diseases law, air navigation law, and the Emergency Decree on Public Administration in Emergency Situation, for the prevention of the spread of disease and the organization of the number of persons entering Thailand in accordance with the capability of the competent officers or the
communicable disease control officers for the screening and arrangement of facilities for isolation, quarantine and control for observation :
(1) Thai nationals
(2) Persons with exemption or persons being considered, permitted or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, pertaining to necessity. Such consideration, permission or invitation may be subject to specified conditions and time limits.
(3) Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children.
(4) Carriers of necessary goods, subject to immediate return after completion.
(5) Crewmembers who are required to travel into the Kingdom on a mission, and have a specified date and time for return
(6) Non-Thai nationals who are a spouse, parents, or children of a Thai national.
(7) Non-Thai nationals who hold a valid certificate of permanent residency in the Kingdom, or permission to take up residence in the Kingdom
(8) Non-Thai nationals who have work permit or have been granted permission from government agencies to work in the Kingdom, including their spouse or children.
(9) Non-Thai nationals who are students of educational institutions approved by Thai authorities, including the parents or guardians of the students, except for students of non-formal educational institutions under the law on Private schools and of other similar private educational institutions
(10) Non-Thai nationals who are in need of medical treatment in Thailand, and their attendants. However, this shall not include medical treatment for COVID–19.
(11) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country.
4 To enter the Kingdom, the persons under 3. shall comply with Disease Prevention Measures for the Persons Entering the Kingdom to Prevent the Spread of the COVID-19 Disease Annexed to the Order of the Centre for the Administration of the Situation

Passenger Restrictions: No passengers are allowed entry into Thailand except Thai Nationals, persons exempted by the Prime Minister or Ministry of Foreign Affairs or persons on diplomatic or consular mission or persons performing governmental duties in Thailand. Certificate of Entry to be issued by the Ministry of Foreign Affairs is required. Nationals of Thailand must have a letter from the Embassy with the “fit-to-fly” health certificate. The passengers on board the aircraft leaving the airport of departure before the entry into force of the notification will be subject to 14-day quarantine under the contagious disease law and the regulation under the emergency decree on state of emergency. Without the proper documents boarding should be denied as the passenger will be denied entry.
Crew Restrictions: All crews entering Thailand are required 14 days quarantine; they cannot operate the next departure flight before 14 days. Cargo operations are required to promptly exit after mission is complete. Fill out T8 before entry, Health Certificate is required, as well as Medical Insurance coverage of 100,000 USD.
Effective immediately, please be informed that there is an additional document required from VTBD Health control department for each operator of the aircraft to prepare the “Certification of the cost of health and medical care of the crew” and forward to us before flight operate in to VTBD to certify that the operator will responsible for the cost of medical treatment and all related cost for COVID-19 for all crew during their stay in Thailand. Operators just submit only 1 time and it will be sufficient for the entire fleet and Health control department will keep in their record for the next flight. Even Though VTBD is currently not allow the crew or aircraft from other countries to stay overnight and pass the terminal but we have to submit this form in case of emergency or technical problem of the aircraft.
Tech Stop Details: Tech stops are allowed with NO disembarkation. Overnight crew layover no longer allowed.
Vietnam

Restriction expiration: September 16, 2020.
General Restrictions: Flights to Vietnam are not allowed to carry passengers, except that those who enter for diplomatic or official duty, foreigners who attend important foreign affair events, experts, business managers, highly-skilled workers and special cases with the approval of the National Steering Committee on prevention and control of COVID-19. Flights FROM Vietnam are allowed to carry passengers and cargo.
All people arriving to Vietnam are subject to compulsory 14-day centralized quarantine
Any non-Vietnamese citizens who have been in or transited China within 14 days of arriving in Vietnam will not be allowed to enter Vietnam.
In addition, Vietnam has suspended visa on arrival for all foreign nationals except for those on official or diplomatic trips. Entry will be denied to citizens of all nationalities including Vietnamese.
Officials have further tightened restrictions in Da Nang, banning travel to and from the city through at least Aug 11. Individuals who are allowed to leave Da Nang are required to undergo 14-day home quarantines upon arrival at their residences.
Passenger Restrictions: Pax who are American Citizens, European Citizens, or Citizens of other countries who have been in or transited to the US or European Countries within 14 days before their planned arrival in Vietnam shall be subject to compulsory 14-day quarantine.
Pax who are Asian citizens or from other countries and have been in the Asian Countries within 14 days before their planned arrival in Vietnam, shall be subject to a compulsory 14-day quarantine.

Crew Restrictions: Crew are not allowed to overnight for crew rest.
