No. Korea doesn't differentiate between the ethnicity, country or citizenship. It's all the same term in Korean unlike China, Japan & Vietnam which have different terms for ethnicity & country. Korean ethnicity changes with change in ruler each time.

This is also definitely true in other languages. For example, East Asian languages differentiate between China and Korea as culture and as contemporary nation-states and Eastern European languages differentiate between Germany and ethnic Germans. twitter.com/riversidewings…

In Korea the name of the ethnicity changes with the name of the state (which changes with each dynasty or form of government). Koreans used to be called Silla people, Goryeo people & now Joseon people, Hanguk people. There is no difference between the name of state & ethnicity.
