Because it is true to a large extent. Lots of Kashmiri Muslims are just assimilated Pashtuns, Tajiks and then there immigrants from Central Asia.
100k Pashtuns were giving citizenship in 1952 by the PM.
The Kashmiri Hindu Karkota empire once controlled Sogdiana and Bactria btw.

There’s also this weird narrative propagated by India that Kashmiri Muslims are “invaders” while Kashmiri Hindus are indigenous 
and the Hindu-settler colonization of Muslim majority Kashmir is in many ways an indigenous rights movement.
