防衛省が戦闘機の予算に200億円を要求 (Report Says Japan Defense Ministry Seeks ¥20B For Fighter)
日本防衛省が来年度防衛費で開発に着手する次世代戦闘機の初年度要求額が、200億円（1億9千万米ドル）に上ることを防衛省関係者が明らかにしたとウェブマガジン「現代ビジネス」が伝えた。
2020年度に防衛相が開始すると見られている次世代戦闘機の大規模な開発と支出の規模がほぼ重なるが、その事実は明らかにされていない。
雑誌「ダイヤモンド」は、英国との共同開発は容易ではない、と政府関係者がコメントしていることを伝えた。さらに関係者は、「求める機能は日英で違う。現実的には部品の共用にとどまるだろう」と話しているという。
今年8月30日に発表された2020年度概算要求の概要によると、同省は次世代戦闘機の開発を開始することを求め、他国との共同開発を行うかどうかに関わらず、日本は直ちに開発に着手すべきと述べた。その内容は、曖昧な準備作業とは異なり、大規模な開発の開始を具体的に述べていなかった。
しかし、全期間の費用が1兆円以上であると想定すれば、約200億円は一大開発プロジェクトの初年度支出であると十分考えられるだろう。同様の開発計画への支出は近年収縮している。 ロッキード・マーティンF-35ライトニングの開発にかけられた2002年度最初の支出は当時3億300万ドルだった。

The Japanese defense ministry wants to spend ¥20 billion ($190 million) on development of the country’s next combat aircraft in the coming fiscal year, the Gendai business magazine reported, citing a ministry official.
The scale of the spending may be consistent with beginning full-scale development of the aircraft, the Future Fighter, in the year beginning April 2020, which the ministry has implied it wants to do. But the situation remains unclear.
Jointly developing the Future Fighter with Britain is not possible, another magazine, Diamond, said, quoting a government official. The requirements of the two countries are too different, the official said, adding that, at most, they can share systems.
In its Aug. 30 budget request for fiscal 2020, the ministry called for launching development of the Future Fighter, saying the country should go ahead regardless of whether it could get a hoped-for international partner. Its wording did not quite specify that it was seeking the commencement of full-scale development, as distinct from less committal preliminary work.
But a first-year outlay in full-scale development of only around ¥20 billion is conceivable, assuming a full-duration cost of well more than ¥1 trillion. Spending on such programs starts low. For the Lockheed Martin F-35 Lightning, the first full year of spending, in fiscal 2002, was $303 million in then-year dollars.
