I'm Donn MacDougall, CIPP/C

I started www.infobreach.ca in order to expose the superficial and irresponsible approach of the Government of the Northwest Territories when it comes to data management - including privacy . . .

It all started when they extended my GNWT email after I left my job and intercepted it for 11 months

. . . so I complained to the GNWT and - the funny thing is, nobody cared - the GNWT didn't seem to think anything of it

So I started www.infobreach.ca

. . . and in the course of exposing the superficial and irresponsible approach of the Government of the Northwest Territories when it comes to privacy, I posted some screenshots of employee data on the website - an action the GNWT called:

a "serious breach of those employees' privacy"

 . . . but that's not true - they are paid by taxpayers - disclosure of information about any GNWT employee's:

  • job classification;
  • salary range;
  • discretionary benefits; and
  • employment responsibilities

is not an unreasonable invasion of privacy

  -  see ATIPP s. 23(4)(e)

This employee data isn't relevant - it's the interception of employee email that's relevant

Don't be fooled by the GNWT's 'serious breach' misdirection here - the 'serious breach' is the interception of the email of former employees

This seems to look like a routine occurrence

The GNWT pulled this email stunt again back in 2016. As detailed in IPC Review Recommendation 17-158 - that time they intercepted the email of a former Aurora College employee for 6 months

The GNWT will be called upon to account for their actions

. . . but it will have to wait until the COVID-19 Crisis is over

Until Then - Stay Safe
