From what I understand, Hltv Stars is just meant to be a Discord version of the Hltv Forums.
Hltv Kings is a Discord meant for semi well known users to just have normal conversations.
For this reason, the two Discords have very little overlap in targeted audience.
So sounds like one is a circlejerk and the other is a representation of hltv
