Using an object’s move arrows and dragging it with a mouse does not give precise control. Is there a keyboard method whereby one can nudge it by tapping the key to give in fine detail where you want the object to go?

There are several ways depending on what you need.
Press G and hold Shift to slow the movement down
Press G and hold Ctrl to incrementalize the movement
Shift+Tab will turn on snapping
Press G and enter precise amount with number keys
Do any of the above and combine with axis constraints:
Press G > X to move only along X axis
Press G > Shift+X to move on every axis but X axis
Etc
