On strike creation create a copy of flagged content for potential jury assessment

closes #2327

Testing

  1. Log in with user 1, create an entity
  2. Log in with user 2, report said entity
  3. Log back in with user 1, edit it
  4. Log in with an admin user and go to /moderation/juryduty/initial. The report should appear there, and you should be able to toggle between the original and the current version.
