WIP: SignedURI handling for paywalled content #2004

Need to test this on prod due to some weird errors locally

Request to merge feat/paywall-fix-2004 into master
Pipeline #115284060 passed with warnings for 546e6ee0 on feat/paywall-fix-2004
          Requires 3 more approvals from Devs, Deployers, and QA.
