Is there a way to mod what actions appear in the diplomacy menu (portrait right-click)?
I can't figure out in which files I'm supposed to look.

I know they have done it in HIP and CK+, so there is a way. Not sure where it is though. You can try asking on their official forums.

Figured it out in the end, but then reddit stopped working for me.
You can add them as decissions using targetted_decisions.
