• Create a "Setup your account" link on the channel screen (on the existing screen for channels)
• Setup a "Finish setting up your account" that displays if the user has not completed onboarding that displays after the "verify your email" banner
• For old users, who have not completed onboarding, display the banner.
• Setup an "onboarding-reminder" feature flag so we can roll this out to specific users.

@ottman @markeharding , rolling this out. Please, review the messaging and give feedback for the simplest version of being able to re-onboard I could come up with (mobile version)
