So after many hours of testing various weapons on enemies, allies, and myself. I have finally come to a vertic on the effects of the Tilt skull in Halo 3,ODST, Reach, and Halo 4.
Now the skull was always a little vague when it came to its actual effects. With descriptions like " What was once resistance is now immunity" and "damage tables modified" didn't help. Halo 4 made it clearer with " Enemy weaknesses and resistances have been increased" and ODST " Enemy shields deflect bullets".
The general effect is ballistic weapons do 50-75% less damage to shields but normal damage to health. And plasma does 25% more damage to shields but 33-66% less damage to armor/health. It also makes most vehicles more durable to plasma based weapons and weaker to human weapons. Melee attacks are very ineffective against shielded allies, you and enemies. Grenades are less effective against everyone ( you can survive a stuck from a plasma in Halo 4 on any difficulty as long as you have full shields and health!). The effects are also applied to you and your allies. For example on legendary difficult from Reach it takes 19 plasma pistol shots to kill you instead of 11. And it takes 10 storm rifle bolts to kill you instead of 4. Of course some weapons do not follow the rules and some have enough power and ammo to migitate the effects.
Some weapons are not badly effected by the skull due to having duel properties. For example the Carbine was an Energy ballistic weapon. So it was not to adversity effected except in halo 4 were it only does about 40% less damage to shields. Promethian weapons like the Supproesser and light rifle are both positively and negative effected by doing less damage to your shield by 50% and their health being more resistant to said weapons. Which is odd considering that hard light was said to be very effective on flood. Maybe it's the armor?
it is worth mentioning that it is possible to complete mission using the "wrong" weapons. But it is easiest in halo 4. Because the effects of the skull were much harsher in previous games. Enemies shield were almost completely resilient to bullets in ODST and Reach due to a general nerf of shield damage dished out by ballistic weapons. Plasma was also a no-go against the "bullet sponge" effect on brutes and other high health enemies. One last thing is that Flood start to become more resistant to a lot of projectiles and some plasma weaponry. And some weapons are still weak/strong and not effected likely for balancing reasonings. For example,the binary rifle is actually not very effective vs Knights shields and other types of shielding contrary to its energy based ammo. Probably because the tilt skull would have made this weapon too powerful for and against the player.
