These forces are coming from Damascus to Benghazi over the wings of the Levant, meaning that they are fighting with the coup forces Haftar. You can confirm the number of flights on the radar between Damascus and Benghazi.

An army takes orders from a government. That defines army. Clearly Haftar's militias are not army.
