They both count as 四字熟語 but the latter doesn't appear in any jpn-eng dictionaries as far as I've seen.

Skyping with a Japanese friend last night, I introduced her to the idiom "all bark and no bite" cos I wasn't sure there was a jpn equivalent. She then taught me: 有言実行 (ゆうげんじっこう)= delivering on what you say 有口無行 (ゆうこうむこう) = not delivering on what you say
