Need an arrow dropdown next to hashtags in Trending to be reported and tagged NSFW.

These will need to be able to come through report queue.

All posts containing NSFW hashtags would automatically be filtered into their NSFW catagories.

This is required in order to be able to default hashtags to trending.

I think it would be straightforward enough to add the ability to report a hashtag as NSFW and our admins can accept/reject. The only challenge I see with this is on who has the power to appeal a hashtag that was marked NSFW since no one owns the hashtag.

Perhaps we could have a list somewhere else on the site (not on the front page) that shows the hashtags that have been marked, and a certain threshold of unique votes could overturn the decision.
