Create an override for manually selecting jury duty for testing purposes

A nice to have would be the ability to select a user for jury duty

There's some difficulties overriding jury selection based on the way it's calculated.

This is a card to investigate how we can provide test jury selection functionality.

Settings.php overrides for manually specifying for a jurors. Or a custom json payload for providing a jury with a pre signed jwt token
