基幹統計 (非協力に対して刑事罰が予定されている) に対する抵抗運動というのはずっと前からあって、奈良はその中心地のひとつだったはずです。現在の状況はわかりませんが、行政の変な調査に対してとりうる戦術であれば何でも使うでしょうね。
