Token onboarding step ordering

Looks like a user is allowed to click on step 2 even if they haven't done step 1. Is that correct, or should I disable that option?

    @michaelfbradley currently the designs don't include anything that would prevent a user from ignoring the onboarding steps component and going ahead and setting up their address in token/settings before they get their phone number verified, right? Or should the whole settings functionality be disabled until the phone number is verified? (And if so, what should disabled state look like?)

    Let me have a think about this one @omadrid - I'll revert later in the day.

    At present, the only functional difference when a user's phone number isn't verified, is they are unable to earn any daily rewards.

    I'd be happy for the time being to mimic this, but will run it by Jack et al first.
