    Compare: Readout of Plenum Day 2: "positive and offensive measures to thoroughly guarantee the country's sovereignty and security." Day 3: "positive and offensive political, diplomatic, and military countermeasures." The language in the latter seems a bit more direct to me.

    This is consistent with NK media messaging since Stockholm talks: increased emphasis on self-reliance and national strength, repudiation of "concessions" to outsider powers, etc. Though not surprising, it is notable that the plenum cements this as a party policy.

    KJU mentioned a potential "new path" in his 2019 NY speech, and gave the US the year-end deadline in his April SPA speech. As both of these speeches were carried domestically, state media will need to follow up, either in Plenum Day 3 coverage, or in KJU's 2020 NY speech.

    NK's plenum coverage thus far seems to indicate Kim wants to leave his options open vis-a-vis the US for now, rather than burning his bridges by disclosing any details from the meeting that may be deemed provocative.

    If NK continues to exercise strategic ambiguity on Day 3 proceedings as well (and I'm afraid it will), we'll need to wait for Kim's NY speech to get a better sense for his foreign policy direction. Even then he may not be as explicit as we'd like.
