Boost campaign creators should be able to set the maximum number of views they want to receive per day. For example if a campaign is running for 30 days with a budget of 100,000 views, they may want it to spread out at 300 views per day.

Steps to test this feature:

1. Create a new campaign with a daily cap setting
2. Approve the campaign to run
3. Views on the campaign should increment daily impressions counter in boost campaign console
4. When daily cap is reached, boost will not be displayed until the start of the next day
