The hashtag placeholder inputs weren't showing up when the user has no hashtags. Now it should appear .

To test, go to pro/{username}/settings/hashtags. If no hashtags are already there, just make sure that you can see this:

If there are hashtags there, delete them, save changes, and refresh and make sure the you can see the placeholder pictured above.
