Currently, we review sites that are running runners per branch. This creates problems when we need to make feed changes, like in the top feed algorithm changes.

Ideally, we'll just have one set of runners with the ability to either push to a branch or have helm point to a different branch and rebuild the runners

• Reduce the number of runners on review to one running from master
• Provide a mechanism to update those runners, either by a branch or a by helm
• Provide developer documentation on how to manage runners
