Boost states are referenced as a string around the place, there's nowhere to refer back to a finite list of possible states

There are two sets of states:

One state is returned by Boost::state() method: (completed, rejected, approved, revoked, created)

The other state is used when querying via Manager: (review, active)

Need to rationalise this as it's conflicting/confusing.
