(feat): as a moderator, I want to be able to sort content by popularity.

Goals:

Improve efficiency of moderation system for all content on the site.
Provide configuration settings so admins can filter results of queue.
Improve scalability and allow process for community members to contribute.

Sorting:

Rank queue by popularity of content
